March 9,201}5 • Im SUBJECT: AUTHORIZATION TO EXECUTE A CONTRACT FOR HEAD START,EARLY HEAD START AND STATE CHILD DEVELOPMENT SERVICES AT THE FAIRGROUNDS CENTER IN ANTIOCH SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDR11 ACTION: APPROVE and AUTHORIZE the Community Services Department Director, or designee,to EXECUTE Contract# 38-834-1 with the Antioch Partnership for Quality Child Care, Inc. (dba Fids' Club) in an amount not to exceed $908,000 for early childhood education and childcare services at the Fairgrounds Center in Antioch for the period July 1, 2005 through June 30, 2006. FINANCIAL.IMPACT: No net County cost. Contract costs will be offset by State Child Development and Federal Head Start revenues. "BACKGROUND: The Board certified on behalf of the Community Services Department on February 8, 2005 (D.2)that all areas of noncompliance related to findings of deficiency have been corrected in the Head Start Program. The Board also approved CSD to enter into an interim contract with the Antioch Partnership for Quality Child Care (dba Kids' Club) on February 1, 2005 (D.2) for operations of the Fairgrounds Center in Antioch. CSD has since completed its Request for Proposals (RFP)process, recruiting a long-term contractor to provide direct services at the Fairgrounds Center in Antioch. Three respondents submitted proposals by February 11, 2005 for evaluation by Contra Costa County. Kids' Club was the highest ranked bidder by CSR's RFP review panel. CSD hereby seeks authorization from the Board of Supervisors to enter into a one-year purchase of service contract. This contract award to an outside agency satisfies the Stipulation, Waiver and Order between the State of California Department of Social Services Community Care Licensing Division and the County requiring the transfer of operation of the child care and infant centers at the Fairgrounds site to a new licensee. The award also satisfies the Quality Improvement Plan for CSR's Head Start program. The Community Services Department will continue to directly operate 19 early childhood education and childcare centers across the County.
