SUBJECT: Bicycle Route Signage along San Pablo Avenue, Montalvin Manor
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE and AUTHORIZE the Redevelopment Director,on behalf of the Redevelopment Agency, to
execute a contract with Contra Costa County,with a payment limit of$15,000 and a term of the contract
to January 31, 2006 for bicycle route signage along San Pablo Avenue in the Montalvin Manor
Redevelopment Project Area.
APPROVE and AUTHORIZE the Public Works Director,on behalf of Contra Costa County,, to execute
a contract with the Contra Costa County Redevelopment Agency,with a payment limit of$15,000 and a
term of the contract to Janueay 31, 2006 for bicycle route signage along San Pablo Avenue in the
Montalvin Manor Redevelopment Project Area.
FISCAL IMPACT
The estimated cost of the project is $15,000. No General Funds would be utilized. Redevelopment Funds
will be used for the improvements. West Contra Costa Transportation Advisory Co ittee funds will be
used to reimburse the Redevelopment Agency upon completion of e projec .

BACKGROUND/REASONS FOR RECOMMENDATIONS
The Montalvin Manor Pedestrian and Transit Access Improvement Strategy document completed July
2004 identified a goal of creating bicycle lanes on San Pablo Avenue between the Richmond Parkway to
approximately 500 feet northeast of Tara Hills Dr. Although this item was identified within the top ten
priority actions it was included as an item to accomplish as resources became available.
The West Contra Costa Transportation Advisory Committee provided$20,000 from the Bay Area Air
Quality Management District, Program Manager's fund for the purpose of creating bicycle facilities
along San Pablo Avenue.
The facilities installed will be 25 bike route signs with destination signs for local destinations. Striped
bicycle lanes were explored however cost prohibitive due to an earth embankment between Shamrock
Dr. and the mobile home park.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of final design and construction.
