RECOMMENDATION
1 APPROVE an Amendment in the amount of $8,900 and authorize extra work under the
Consulting Services Agreement dated June 24, 2003 with Clayton Group Services, Inc. for
additional asbestos abatement related consulting services for the Remodel and Office
Landscape Partition Modifications at 1305 Macdonald Avenue, Richmond for the Employment
and Human Services Department. The Amendment increases the scope of services and
increases the payment limit from $17,520 to $26,420.
2. AUTHORIZE the, Director of General Services, or designee, to execute the Amendment to the
Consulting Services Agreement.
FINANCIAL IMPACT
Theproject is funded by 2002 Series A Lease Revenue Bonds. The additional consulting services
will be covered by these funds.
BACKGROUND
On June 24, 2003 the Director of General Services approved and authorized the consulting services
agreement with the Consultant. The Consultant provided asbestos related consulting services
associated with the renovation at 1305 Macdonald Avenue, Richmond.
The Amendment increases the scope of services to provide necessary additional oversight during
Phases 11 and III of the renovation, and provides a final asbestos abatement report detailing all three
phases of the project.

SECOND AMENDMENT TO CONSULTING SERVICES AGREEMENT
FOR REMODEL AND OFFICE LANDSCAPE PARTITION MODIFICATIONS
AT 1305 MACDONALD AVENUE,RICHMOND
FOR THE EMPLOYMENT AND HUMAN SERVICES DEPARTMENT

1. Effective Date and Parties: Effective March 15,2005, Clayton Group Services, Inc. (herein called "Consultant"), a California Corporation,and
the County of Contra Costa(herein called"County"),
),a political subdivision of the State of California,mutually agree as follows:
2. Purpose: On June 24, 2003,the parties entered into a contract entitled "Consulting Services Agreement," referred to as the "Agreement," which
covers asbestos related consulting services associated with renovation work at 1305 Macdonald Avenue,Richmond. The Agreement has previously
been amended as follows: First Amendment dated November 10,2004.. The parties desire to further amend the Agreement to expand the scope of
service and to increase the payment limit accordingly.
3. Amendments to Agreement:
A. In the Agreement,Section 1(c),change the Payment Limit from$17,520 to$26,420,an increase of$8,900. This change shall apply to charges
from and after November 16,2004.
B. In accordance with Section 14 of the Agreement provide the following:
Increase the scope of services to provide necessary additional oversight during Phases II and III of the renovation,and provide a final asbestos
abatement report detailing all three phases of the project.
4. Effect:
Subject to the revisions made by this and any prior amendments,the Agreement shall remain in full force and effect.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff, or designee, to execute a contract with Michael G. Ross
in an amount not to exceed $85,000.00 to provide consulting services for the Office of the Sheriff
during the recruitment and transition of a new Chief of Management Services, for thep eriod of
March 15, 2005 through December 31, 2005.
II. FINANCIAL IMPACT:
NONE. All costs s
associated with this contract are within existing budget. Potential savings
to the Office of the Sheriff of approximately $79,000.00
III. BACKGROUND:
As a result of the current vacancy in the Office of the Sheriff's Chief of Management Services
position, the impending budget preparation and the onset of labor negotiations necessitate
the retention of staff familiar with the County and its budgetary, human resources and labor
relations processes. Contractor is a former county employee with 35 years of management
experience in these areas. The recruitment and selection process for a new Sheriff's Chief
of Management Services is in process, but it is not certain that a person with the requisite
experience can be retained or trained in time to address critical areas relative to budget and
labor relations preparation.
