SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt Resolution No. 2005/142, Abolishing a Position, Laying Off an Employee and Reducing the
Hours of a Position in the Office of the County Administrator.
FISCAL IMPACT:
There are no net County Costs associated with this action.
BACKGROUND:
The Office of the County Administrator is requesting these actions to comply with the current
budgetary restrictions of the department.
CONSEQUENCE OF NEGATIVE ACTION:
These actions will better represent the budgetary needs of the Office of the County Administrator.
Failure to complete these actions will result in excess expenditure of County fund .

SUBJECT: Abolishing a Position, Laying Off an Employee and Reducing the Hours of a
Position in the Office of the County Administrator.,
THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS in its capacity as governing Board of
the County of Contra Costa and all districts of which it is ex-officio governing Board RESOLVES
THAT:
1. The Board has considered the financial impact on the Office of the County Administrator due to
reduced state and federal funding and the impact of increased funding requirements from the
County's retirement system, and has considered the position and staff reduction/retention plans
submitted by the County Administrator.
2. In order to keep expenditures within available funding, it is necessary to abolish position 10065,
and to lay off the employee accordingly, effective April 1, 2005. It is also necessary to reallocate
the hours of position 10501, and the position's incumbent, from 40/40 to 20/40 effective April 1
2005.
3. The County Administrator shall issue layoff or displacement notices, as the case may be, and
give notice to the affected employees of the Board's action.
4. To the extent that the subjects of this Resolution are within the scope of representation pursuant
to the Meyers-Milias-Brown Act (Government Code Section 3500 et seq.), this Board offers to
meet with recognized employee organizations upon request concerning this Resolution.
5. Recognized employee organizations may submit to the Employee Relations Officer written
requests to meet and confer on specific proposals-with respect to the Resolution or resulting
layoffs. This authorization and direction is given without prejudice to the Board's right to reduce
or terminate the operations and services of the County and of Districts governed by this Board,
and to eliminate classes of employees or positions as involving the merits, necessity, or
organization of services or activities of the County or districts governed by the Board and not
within the scope of representation.
6. This action is taken without prejudice to pending consulting, meeting, and meeting and conferring
with recognized employee organizations.
