SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ADOPT Position Adjustment Resolution No. 19856 adding one (1) Building Plan Checker I and
canceling one (1) Building Inspector I in the Building Inspection Department as recommended by
the Human Resources Director.
ANNUAL & FISCAL IMPACT:
There are no net County Costs associated with these actions. This position change will result in a
cost savings to the department.
BACKGROUND:
The Building Inspection Department is requesting the addition of one (1) Building Plan Checker I
position to accommodate the need for additional Plan Check staff in the Lamorinda Office. As a
result of this addition, customer service in the areas of permit issuance, fee collection and monitoring
and completion of plan checking will be provided in a timely manner to effectively manage the high
volume of customer service requests. The office currently has five (5) Building Inspectors and one (1)
Grading Inspector allocated, but only has two (2) Building Plan Checkers allocated which causes an
imbalance in the workflow. One (1) Building Inspector I will be cancelled to offset the cost of the
position change.
CONSEQUENCE OF NEGATIVE ACTION:
The addition of a Building Plan Checker I position better serves the needs of customers in the
Lamorinda Office. If this position were not to be added, the Building Inspection will not have the staff
available to manage customer service requests in a reasonable amount of time.

RECOMMENDATION:
Adopt Resolution No. 2005/142, Abolishing a Position, Laying Off an Employee and Reducing the
Hours of a Position in the Office of the County Administrator.
FISCAL IMPACT:
There are no net County Costs associated with this action.
BACKGROUND:
The Office of the County Administrator is requesting these actions to comply with the current
budgetary restrictions of the department.
CONSEQUENCE OF NEGATIVE ACTION:
These actions will better represent the budgetary needs of the Office of the County Administrator.
Failure to complete these actions will result in excess expenditure of County fund .

SUBJECT: Abolishing a Position., Laying Off an Employee and Reducing the Hours of a
Position in the Office of the County Administrator.
THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS in its capacity as governing Board of
the County of Contra Costa and all districts of which it is ex-officio governing Board RESOLVES
THAT:
1. The Board has considered the financial impact on the Office of the County Administrator due to
reduced state and federal funding and the impact of increased funding requirements from the
County's retirement system, and has considered the position and staff reduction/retention plans
submitted by the County Administrator.
2. In order to keep expenditures within available funding, it is necessary to abolish position 10065,
and to lay off the employee accordingly, effective April 1, 2005. It is also necessary to reallocate
the hours of position 10501, and the position's incumbent, from 40/40 to 20/40 effective April 1
2005.
3. The County Administrator shall issue layoff or displacement notices, as the case may be, and
give notice to the affected employees of the Board's action.
4. To the extent that the subjects of this Resolution are within the scope of representation pursuant
to the Meyers-Milias-Brown Act (Government Code Section 3500 et seq.), this Board offers to
meet with recognized employee organizations upon request concerning this Resolution.
5. Recognized employee organizations may submit to the Employee Relations Officer written
requests to meet and confer on specific proposals-with respect to the Resolution or resulting
layoffs. This authorization and direction is given without prejudice to the Board's right to reduce
or terminate the operations and services of the County and of Districts governed by this Board,
and to eliminate classes of employees or positions as involving the merits, necessity, or
organization of services or activities of the County or districts governed by the Board and not
within the scope of representation.
6. This action is taken without prejudice to pending consulting, meeting, and meeting and conferring
with recognized employee organizations.
