BACKGROUND:
The Homeless Continuum of Care Advisory Board was established in May 1997 to monitor
the County's Homeless Plan and establish annual priorities based on the Homeless Plan,
provide advice on existing policies affecting the homeless, and to provide community
education and a forum for homeless issues. The Internal Operations Committee reviews
nominations to all seats on the Advisory Board, except the city seats.
The IOC approved, on March 7, 2005, the preceding recommendations of the Homeless
Continuum of Care Advisory Board. Although the IOC does not review nominations for
appointments to city seats, the nomination was submitted to us and the IOC has no
objections to the appointment.

Care Board.?
I have been managing homeless services at SHELTER, Inc. for the past 13 years, and
have worked on behalf of homeless people for 17 years. The programs I have managed
include emergency shelters, transitional housing, scattered site transitional housing and
prevention services. My work has involved developing new programs,managing and
improving existing programs. I am currently the chair of the Continuum of Care Board's
Program Committee and the Homeless Management Information Systems Committee.
2. What are some of your perceptions and/or opinions about homelessness in
Contra Costa County?
There continues to be a severe shortage of permanent affordable housing for low-income
people, including homeless adults and families. Due to this,multiple strategies must be
used to assist the homeless to regain housing, such as the development of permanent
supportive housing units, additional Shelter Plus Care certificates and the development of
low cost housing units. Services, such as mental health treatment, substance abuse
treatment need to become as easily accesses as possible. Through coordinated
community efforts,the incidence of homelessness in the county can be greatly reduced
Coordination of services needs improvement. Developing a database that offers a case
management component will improve access to services and improved service delivery.
3. Why are you interested in homeless issues?
I believe that housing should be a right for everyone.
4. What specific skills do you bring from your private or business life?
Program management and development,budgeting, staff supervision, knowledge of
Contra Costa County service providers and their concerns, grant management,knowledge
of landlord/tenant civil code, fair housing regulations, and a history of the Continuum of
Care Board and its many predecessors.
5. What are your main areas of interest relative to homeless issues, i.e.
emergency housing, education, health care, transitional housing, etc.?
Family emergency shelters, transitional housing for various populations, service delivery
HMIS and coordination of service delivery.
6. What communities do you represent?
I represent an agency that offers services to the homeless and receives funding through
the McKinney grant process. I also represent the Association of Homeless and Housing
Service Providers, a body of organizations that offer housing and other services to people
who are homeless or at risk of homelessness.

Christ the King Parish Social Justice Committee and since 1994 have been on the

LWV President in 19990&2001_ I am presently Co-Chair of the Interfaith Council
s of Contra.Costa County's Social Justice Alliance and Catholic Chaities East Bay
Board Member. I was Treasurer of the National Alliance for the Mentally III of
{: Contra Costa and have represented NAbn-CC on the Continuum of Care Board.
2_ what are some of your perceptions and/or opinions about homelessness in
Contra Costa Cawnty?
Contra Costa County has declared families with children a high prior ,and riot to
the current budget crisis—I had seen a marked improvemnt in the Comity;s eofiimitineiit
of funds to this issue, especially when new family shelters and transitional housing in
East County were opened, aswell as the installation of some beds for youth. 'The County

is also listening to the interfaith Council which asks for some of the barracks on the
Concord Naval weapons Station for the howless. However,there are abort 500 family
- members on the Homeless Shelter waiting Last, the majority children. Also, some 7'/0 of
the adults in our County shelters are elderly whose income is limited and not sufficient to

affbrd housing. we in the faith communities will be working to partner with the County
and to supplement County efforts,thus helping to decrease the number of homeless in
Contra Costa. we will also be advocates for attracting State and Federal programs that

address the myriad issues that can lead to homelessaness.
