BACKGROUND: The Commission for Women was established in February 1989 to identify major economic, educational, and social concerns of women in Contra Costa County, and to reach and inform all women on a variety of issues. The Commission consists of 26 members. The Internal Operations Committee reviews nominations to the 20 At Large seats and their Alternate. Terms for all Commission seats are three years. On March 7, 2005, the IOC considered and approved the preceding nominations. Background The Contra Costa Commission for Women was formed to educated the community and advise the Contra Costa County Board of Supervisors and other entities on the issues relating to the changing social and economic conditions of women in the County,with particular emphasis on the economically disadvantaged. The Committee consists of 25 members and one alternate,including. • Five district representatives;(one from each supervisorial;districts) • Twenty at large members;and • One at large alternate. The five district representatives are nominated for a three year term by each other the five members of the Board of Supervisors. The twenty at large members and one at large alternate are nominated by the CCCW membership committee and forwarded to the full CCCW. All nominated appointments to the CCCW are reviewed by the Internal Operations Committee (IOC) and referred to the Board of Supervisors for approval. CCCW terms are for three years and they are staggered across the membership. A current CCCW roster, as of February 28, 2005, is attached for your information(Attachment A). Current Status of Appointments In November the CCCW initiated a process to recruit applicants to fill the vacant seats. A press release was distributed to major news media in the County and posted on County bulletin boards. The Commission received four applications and invited all applicants to be interviewed. On November 16,2004 January 18,2005 and February 1510 2005, the CCCW membership committee interviewed four applicants. The committee assessed each applicant based on the following criteria: • Familiarity with and understanding of the diverse issues facing women in the county • Specific experience,knowledge or interest in women's issues in the county • The potential to expand the CCCW's experience and capacity to develop recommendations for the activities of the Commission • Potential for conflicts of interest 0 Diversity with respect to ethnic background,gender,and geographic representation One applicant withdrew their application due to an illness in the family. The membership committee unanimously approved the above recommendations for new appointments. The three re-appointments are supported by the full CCCW. The at large seat# 16 that is recommended to be declared vacant was held by Diana Gates-Waterman. In February, 2005 Ms. Gate-Waterman resigned from the Commission to former Chairperson Gordon due to pressing working and family commitments. The at large seat ## 20 was held by Elizabeth Williams Jones through a term ending February 28,2005.Ms.Williams Jones elected not to reapply to the Commission. As of March 1, 2005 there are 13 at large vacancies, the at large alternate seat and the district V seat vacant. I run a nonprofit that helps low income Contra Costa residents, most of them women, reach economic self-sufficiency through a combination of technology training, life skills, paid experience, and long-term support. In my current role as Executive Director, I have gained experience with all aspects of fundraising. I was a 2003-oN Fellow at the Women's Policy Institute and worked to get S.B. 1639, the"Education Works" billed signed into law. 5. Do you serve on any Board of Directors/Trustees? If so, which ones? Castro Heights Homeowners Association 6. Have you had any board orientation and/or trairting? Yes, both through my continuing legal education and through my work as a nonprofit executive. 7. Are you involved in any other community organizations or activities? If so, which ones? I am a longtime volunteer fundraiser for the ACLU of Northern California. This election cycle, I volunteered with Move0n, Americans Coming Together, and Election Protection. I also serve as a volunteer income tax assistant as part of the "Earn It! Keep Itl Save IV" program run by the Contra Costa County Family Economic Security Project I belong to many other organizations (NOW, Planned Parenthood, Sierra Club, GLAAD, etc.) but this is the current extent of my volunteer activities. Single mothers are being forced into low-wage work that cannot cover even basic living expenses for themselves and their children.
