SUBJECT: AUTHORIZE ELECTION TO FILL VACANCIES IN RETIREMENT BOARD 0,51
SEATS 3, 7, AND 7 ALTERNATE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
ADOPT Resolution No. 200519 to authorize an election to fill seat numbers 3, 7, and 7 Alternate on the
Board of Retirement of the Contra Costa County Employees' Retirement Association that will become
vacant on July 1, 2005.
FISCAL IMPACT:
The costs of the election are reimbursed by the Contra Costa County Employees' Retirement
Association.
BACKGROUND:
The terms of the following members of the Retirement Board will be completed on June 30, 2005:
Member 3: Richard Cabral, elected by general members of the Association
Member 5: Clifton Wedington, appointed by the Board of Supervisors
Member C: John Gioia, appointed by the Board of Supervisors
Member 7: Bob Rey, elected by safety members of the Association
Member 7A: Louis Kroll, elected by safety members of the Association
Member 9: Paul Katz, appointed by the Board of Supervisors
The Internal Operations Committee of the Board of Supervisors conducts a recruitment to fill
vacancies of Retirement Board seats appointed by the Board of Supervisors. Elections must be
conducted to fill the other pending vacancies. It is recommended, therefore, that the Board of
Supervisors adopt the attached resolution to set in motion the election procedure to fill seat numbers
31 7, and 7 Alternate. The recommended procedure is consistent with prior Retirement Board
elections and the proposed timetable has been approved by the Assistant County Registrar of Voters.

Of Retirement Board Members } CALLING AND NOTICING ELECTION
Numbers 3, 7 and 7 alternate ) (Government Code Section 31520.0
The Board of Supervisors of contra costa County RESOLVES THAT:
1. The term of office of the following member of the Contra Costa County Employees' Retirement
Association Board will be completed as of June 30, 2005:

The appropriate members of the Retirement Association may elect someone to fill this office for a
three-year term beginning July 1, 2005 as provided below.
2. Nominations shall be on forms provided by the County Clerk and filed in that office not later than
5 p.m. on Friday, March 25, 2005. The Clerk shall have ballots printed with the nominees' names
and with blank spaces for write-in candidates. The Clerk shall have a ballot mailed no later than
May 23, 2005 to each member of the Retirement Association as of April 1, 2005 with a ballot
envelope in which to enclose the ballot when voted, imprinted "Retirement Board Ballot" or similar
words, together with a "return postage guaranteed" envelope addressed to the County Clerk for
mailing the ballot envelope to that office, and with instructions that the ballot shall be marked and
returned to the County Clerk before 5 p.m. on election day. (See No. 3 below.)
3. Election Day is hereby fixed as Tuesday, June 21, 2005. Any Ballot reaching the County clerk's
Office after 5 p.m. on Tuesday, June 21, 2005 shall be voided and not counted.
4. Notice of election and nomination procedure shall be given by the Clerk by publishing a copy of
this resolution at least once in the Contra Costa Time, West Contra Costa Times, San Ramon
Valley Times, and the Ledger Post Dispa_,tch at least ten days before the last day for receiving
nominations. (See No. 2 above.)
5. On Wednesday, June 22, 2005 the County Clerk shall cause all valid ballots to be publicly
opened, counted, and tallied by an Election Board, which shall forthwith certify the return to this
Board; and this Board shall declare the winners elected, or arrange for a run-off election in case
of a tie.
6. If the County Clerk receives no valid nominations for this position, he shall so inform this Board,
which shall call a new election therefore; and if the Clerk receives only one nomination for this
position, he shall so notify this Board, which shall declare that person elected to that position.
