SUBJECT: Telecommunications County Standard
Specific Request(s)or Recommendations(s)&Background&Justification
RECOMMENDED ACTION:
Authorize the Chief Information Officer or his designee to modify the Telecommunications
County Standard Board Order approved October 16, 2001 by allowing the substitution of
Teletronics PBX switch products for Harris PBX switch products.
REASON FOR RECOMMENDATION AND BACKGROUND:
October 16, 2001, the Board approved a resolution adopting Harris 20/20 PBX switches as part
of the County's standard for telephone switches. In June 2000 Teltronics acquired the Harris
20/20 switching product line from the Harris Corporation. It was Teltronics intent to enhance
the Harris technology and then manufacture and market the new equipment under the
Teltronics name. The Teltronics switch technology is identical to the County's existing Harris
20/20 switch technology which allows all the switches to communicate with each other.
Department's telephone instruments work on either the Harris or Teltronics switches.
The County currently has 14 Teltronics switches and 22 Harris 20/20 switches installed, with
plans of installing 10 new or replacement Teltronics switches over the next two years.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE DOITs Telecommunication's division to adopt the Harris 20/20 PBX
switch and Toshiba DK Electronic Telephone Systems as a County standard for all departments.

REASON FOR RECOMMENDATION AND BACKGROUND:
In 1987 Telecommunication selected the Harris 20/20 PBX telephone switches and the Toshiba DK
'
electronic key telephone systems as the unofficial standard for Countydepartments. Prior to 1987 each
department selected their own telephone systems, which meant a variety of vendors installed and maintained
the systems. If vendors were not available or had gone out of business, departments had to depend on
General Services for support. General Services was not be able-to maintain all of these systems because of
their volume, the lack of certified staff and the inability to maintain adequate parts inventory for all the
systems. Additionally, none of the systems could communicate with each other, which made networking
impossible.
The Harris and Toshiba systems were selected because they are widely used by both private companies and
public agencies and are-well supported by the manufactures both locally and nationally and training is readily
available for county staff. Training was a big issue for departments as they rely on Telecommunications for
support. The equipment can also be connected to create a single countywide communications network. One
other benefit for the County is that both manufactures are migrating to (VOID Voice Over Internet Protocol,
which allows voice and data to be transported seamlessly over the same line.
Currently the county has 22 Harris PBX switches and approximately 50 Toshiba telephone systems.
