SUBJECT: APPROVE and AUTHORIZE the Employment&Human Services Director, or designee,to
ENTER INTO a contract with Catholic Charities of the East Bay to provide Child Welfare
Redesign Differential Response Program Case Manager with a payment limit up to $35,000 for

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment &Human Services Director, or designee, to ENTER INTO a
contract with Catholic Charities of the East Bay to provide Child Welfare Redesign Differential Response
Program Case Manager with a payment limit up to $35,000 for the period February 8, 2005 through June 30,
2005. (#21-280-0)
FINANCIAL IMPACT:
No County Costs. $35,000; 100%Federal Child Welfare Redesign Differential Response Program Grant funds.
CHILDREN'S IMPACT STATEMENT:
This contract supports the fourth community outcome: "Families that are Safe, Stable and Nurturing". This
contract provides interventions for families at-risk of becoming involved with the Child Welfare System.
BACKGROUND:
The Employment and Human Services Department, Children and Family Services (CFS) Bureau is
implementing Child Welfare Redesign to enhance current service delivery and improve outcomes for children
and families. The redesign plan includes providing early intervention services, developing community
partnerships, and increasing the number of foster families. The Department issued Request for Interest#247 in
December 2004 in order to solicit interested organizations in providing case management services to families at-
risk of becoming involved with the Child Welfare System. Catholic Charities of the East Bay provided the most
responsive and responsible bid.
Should the Board authorize this contract, the community based case manager will receive referrals of closed
CFS cases from the Children and Family Services Bureau and will manage a caseload of local Monument
Corridor families, helping them secure needed services, improve family functioning, enhance child well-being,
and avoid further need for interaction with the Department.

SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,to
AMEND contract with Young Men's Christian Association(YMCA) of the East Bay to expand
supportive services to families in West County at risk of entering the child welfare system by
increasing the payment limit by$20,000 from$145,000 to a new payment limit of$165,000 with
no change in contract period. (#21-347-14)

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND contract

West County at risk of entering the child welfare system by increasing the payment limit by$20,000 from
$145,000 to a new payment limit of$165,000 with no change in contract period. (#21-347-14)

No County Costs. 100%Federal. $20,000 increase from$145,000 to $165,000 funded through Federal
Promoting Safe and Stable Families Funds.
CHILDREN'S IMPACT STATEMENT:
Services under this contract support all five community outcomes: 1) "Children Ready for and Succeeding in
School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are
Economically Self-Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; 5) Communities that are Safe
and Provide a High Quality of Life for Children and Families".
BACKGROUND:
YMCA of the East Bay is the fiscal agent for a group of non-profit agencies that address the needs of the
Richmond/Coronado community through a range of services to youth and adults. This amendment will allow
the YMCA to hire a case manager who will provide supportive services to families to prevent entry into the
child welfare system. Activities under this contract and under the proposed amendment support the Child
Welfare Redesign and System Improvement Plan.

Inc.) (#20-943-2) in the amount up to $246,000 for CalWIN project management services during
the period February 1, 2005 through January 31, 2006.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE the
contract with Kforce Inc. and Subsidiaries(formerly Hall Kinion&Associates, Inc.) (#20-943-2) in the amount
up to $246,000 for Ca1WIN project management services during the period February 1, 2005 through January
31, 2006.
FINANCIAL IMPACT:
$246,000 Administrative Overhead Costs: 20% County($49,200); 40% State ($98,400); 40%Federal
($98,400).
BACKGROUND:
Kforce Inc. and Subsidiaries (Kforce)bought out Hall Kinion&Associates, Inc. in August 2004. Kforce will
continue to provide project management support services to the Employment and Human Services Department's
Ca1WIN project team. Ca1WIN is a State mandated automated system that will replace three legacy systems
currently in operation. Services provided under this contract include the development and maintenance of the
project plan, development of a risk management strategy, change control process, communications plan, and the
mentoring of project staff in project management best practices.
