RECOMMENDATION:
Adopt Position Adjustment Resolution Number 19792, reclassifying Information
Systems Technician I (LTWB) position #77 to Network Technician I (LNWA) in the
Department of Information Technology.
FISCAL IMPACT:
This action will result in an annual cost of $7,969. Funding for this position is within the
Department's budget and the cost is recovered through user fees. There will be no
County General Fund monies used.
BACKGROUND:
The incumbent has performed the higher-level duties since June 2002. The incumbent
is responsible for providing network and desktop support to local area and wide area
networks. HR staff has reviewed the duties to be performed and determined that
Network Technician I is the appropriate classification.
CONSEQUENCE OF NEGATIVE ACTION:
The consequence of negative action will result in the inability of the Department to staff
this complex area and correctly compensate the in/ nt.

RECOMMENDATION:
Adopt Position Adjustment Resolution dumber 19782 to reclassify a full-time Network Technician II
position to Network Analyst I in the Employment and Human Services Department.
FISCAL IMPACT:
The department estimates the annual cost associated with this action to be $5541. Federal and
State funding will cover 80% of the cost and the County will incur the remaining 20% of the cost.
BACKGROUND:
The Employment and Human Services Department submitted a request to study, the duties
performed by Donlon Adamich, Network Technician 11.
Mr. Adamich is assigned to the Network Unit of the Information Technology Division of the
Employment and Human Services Department. He is responsible for managing, installing, trouble
shooting, upgrading and problem resolution of information systems in Employment and Human
Services.
Staff from the Human Resources Department has conducted a study of the duties performed by the
incumbent, met with the incumbent's supervisor and it has been determined that the duties of the
position have increased and constitute a higher level of work. Therefore, it is appropriate to
reclassify the position without examination as authorized by Personnel Management Regulation 508
to Network Analyst I.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the position will not be classified at the appropriate level.

RECOMMENDATION : Adopt Position Adjustment Resolution # 19790 canceling a vacant Clerical
Supervisor position and adding one Clerk— Senior Level position.
FISCAL IMPACT: This action will result in a cost savings of approximately $12,649 per year.
BACKGROUND: The Clerical Supervisor position, located in the Ambulatory Care Division, was
vacated due to a retirement and is no longer needed. The clerical supervision duties have been
absorbed by the Ambulatory Care Administrator. The Clerk — Senior Level position is needed to
perform clerical duties such as operating the Cadence appointment scheduling system, transcribing
the purpose of referral consults, and performing referral monitors, as well as other general clerical
duties. Human Resources staff has studied the duties to be performed and determined that Clerk —
Senior Level is the appropriate classification.
RESULT OF NEGATIVE ACTION: If this action is not approved, the department will be forced to fill
a position at a higher level than justified in order to provide adequate staff coverage. Health Services
would also lose out on the yearly cost savings.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ADOPT Position Adjustment Resolution No. 19814 adding a Planner I position in the Community Development
Department.
FISCAL IMPACT: There will be no Net County Costs associated with this action. According to the
Community Development Department, there will be a yearly cost of$53,112 per annum, which will be offset by
Application Fees.
BACKGROUND: The Community Development Department is requesting the addition of a Planner I
position due to an increase in workload in the Current Planning Division. Data on land use development
applications taken in by the Division indicate a 17% and 18% increase in the percentage of major project
applications for 2003 and 2004, respectively. This increase of land use development applications that has
occurred over the past two years is expected to continue indefinitely. Historically, a full time Planner is
assigned 20 -- 25 project applications at one time. This represents the number of project applications a
Planner can process in a reasonable amount of time. However, at the moment most Planners are assigned an
excess of 35 projects. Currently, Planners are working overtime and are still unable to complete these
excessive workloads. This increased workload causes delays that result in missed property tax revenues for
the County. Adding this position will eliminate this delay.
CONSEQUENCE OF NEGATIVE ACTION: Not approving this request will continue the delay of land use
project decisions, resulting in missed property tax revenues for the County.
