SUBJECT: APPROVE THE SERVICE CONTRACT BETWEEN THE COUNTY ADMINISTRATOR'S
OFFICE AND THE HOUSING AUTHORITY TO FUND PARTIAL COSTS FOR A NORTH
RICHMOND COMMUNITY SERVICES COORDINATOR
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
i. RECOMMENDED ACTION:
APPROVE the attached short form service contract between the County Administrator's Office and
the Housing Authority to fund partial costs for a North Richmond Community Services
Coordinator.
II. FINANCIAL IMPACT:
Approval of the recommended action will result in a cost of $10,000 to the Housing Authority's
Public Housing Resident Services funding from the U.S. Department of Housing and Urban
Development. There is no cost to the County General Fund and this is an approved position.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The Housing Authority is requesting approval of this agreement to provide funding for the North
Richmond Community Services Coordinator. This position will coordinate beautification and
related activities in the greater North Richmond community that includes the unincorporated areas
of North Richmond, City of Richmond and the unincorporated areas of San Pablo. The Housing
Authority and the County have agreed to mutually support this position that is to be under the
Community Housing Development Corporation of North Richmond (CHDCNR). In addition to
providing services to the North Richmond area, services will also be provided to the Housing
Authority's Las Deltas public housing community.
IV. CONSEQUENCES OF NEGATIVE ACTION:.
Should the Board of Commissioners elect not to approve this agreement the Housing Authority's
effort to work collaboratively with other agencies and non-profit organizations in the North
Richmond community, as it impacts the residents of the Las Deltas public housing development,
will be in jeopardy.

2. Parties. The County of Contra Costa, California (County), for its Department named above, and the following named
Contractor mutually agree and promise as follows:

3. TerrU.The effective date of this Contract is.January 1.2004 and it terminates December 31,2004 unless sooner terminated
as provided herein.
4. 'Termination. This Contract may be terminated by the County,at its sole discretion,upon five-day advance written notice
thereof to the Contractor,or cancelled immediately by written mutual consent.
5. Payment Limit. The Housing Authority's total payments to County under this contract shall not exceed$10,000

limit expressed herein, County shall pay Contractor,upon Contractor's submission of a properly documented demand for
payment(County Demand Form D-15)which shall be submitted not later than 45 days from the end of the month in which the,
contract services were rendered,and upon approval of such demand by the head of the County Department for which this
Contract is made or his designee,as follows:

7. Contractor's Obligations. Contractor shall provide the following described services:

8. Compliance with Law. Contractor shall be subject to and comply with all Federal, State and local laws and regulations
applicable with respect to its performance under this Contract, including but not limited to, licensing, employment and
purchasing practices;and wages,hours and conditions of employment,including nondiscrimination.
9. Nondiscriminatory Services. Contractor agrees that all goods and services under this Contract shall be available to all
qualified persons regardless of age,sex,race,religion,color,national origin,or ethnic background,or handicap,and that
none shall be used,in whole or in part,for religious worship or Instruction.

10, Indeoen ent Contractor St@tus. This Contract is by and between two independent contractors and is not intended to and shall
not be construed to create the relationship between the parties of agent,servant,employee,partnership,joint venture,or
association.
11. Di,5pAAes. Disagreements between the County and Contractor concerning the meaning,requirements,or performance of this
Contract shall be subject to final determination in writing by the head of the County Department for which this Contract is
made or his designee or in accordance with the applicable procedures (if any)required by the State or Federal Government,
12. Access to Books and Records of Contractor.Subcontractor. Pursuant to Section 1861(v)(1)of the Social Security Act,and
any regulations promulgated thereunder,Contractor shal€,upon written request and until the expiration of four years after the
furnishing of services pursuant to this Contract, make available to the Secretary of Health and Human Services,the
Comptroller General,the County,or any of their duly authorized representatives,this Contract and books,documents,and
records of Contractor that are necessary to certify the nature and extent of all costs and charges hereunder,
Further,if Contractor carries out any of the duties of this Contract through a subcontract with a value or cost of$10,000 or
more over a twelve-month period,such subcontract shall contain a clause to the effect that upon written request and until the
expiration of four years after the furnishing of services pursuant to such subcontract,the subcontractor shall make available,
to the Secretary,the Comptroller General,the County,or any of their duly authorized representatives,the subcontract and
books,documents,and records of the subcontractor that are necessary to verify the nature and extent of all costs and charges
hereunder.
This special condition Is in addition to any and all other terms regarding the maintenance or retention of records under this
Contract and is binding on the heirs,successors,assigns and representatives of Contractor.
13. Reportinq Re uirements. Pursuant to Government Code§7550,Contractor shall include in all documents or written reports
completed and submitted to County in accordance with this Contract,a separate section listing the numbers and dollar
amounts of all contracts and subcontracts relating to the preparation of each such document or written report. This section
shall apply only if the payment limit under this Contract exceeds$5,000.
14. Indemnification. The Contractor shall defend,indemnify,save,and hold harmless the County and its officers and employees
from any and all claims,costs and liability for any damages,sickness,death,or injury to person(s)or property,including
without€imitation all consequential damages,from any cause whatsoever arising directly or indirectly from or connected with
the operations or services of the Contractor or its agents,servants,employees or subcontractors hereunder,save and except
claims or litigation arising through the sole negligence or sole willful misconduct of the County or its officers or employees.
Contractor will reimburse the County for any expenditures,including reasonable attorneys fees,the County may make by
reason of the matters that are the subject of this indemnification,and if requested by the County will defend any claims or
litigation to which this indemnification provision applies at the sole cost and expense of the Contractor.
15. Legal Authority. This Contract is entered into under and subject to the following legal authorities:California Government Code
Sections 26227 and 31000.

NORTH RICHMOND COMMUNITY SERVICES COORDINATOR
SERVICE. PLAN
Overview
Under this contract,the Housing Authority of Contra Costa County(Housing Authority)and the County
mutually agree to sponsor and participate in the North Richmond Community Services Coordinator
Service Plan. CHDCNR (a Contractor under separate contract with the County) will provide Project
Management services for the North Richmond Community Services Coordinator. CHDCNR will hire a
full-time Community Services Coordinator(CSC)to coordinate beautification and related activities in
the greater North Richmond community including Unincorporated North Richmond, City of Richmond
portion of North Richmond, and Old Town San Pablo, as needed.
The NR Community Services Coordinator will serve as a link between the communities of North
Richmond, the City of Richmond, the Housing Authority, Redevelopment Agency, Contra Costa
County, Unincorporated Areas of San Pablo and Verde Elementary School. In addition the CSC will
be responsible for the education and dissemination of information regarding trash, environmental
health, beautification and code enforcement. The CSC will work with community residents, property
owners, County Housing Authority Redevelopment Agency, County staff and the Richmond Sanitary
Services to develop resident-driven strategies to address trash and beautification; and, to ensure all
residents have adequate garbage collection service. The CSC must be able to work evenings and
weekends as needed; and carry out other duties as assigned.
The NR Community Services Coordinator will report directly to the Executive Director of CHDCNR.
The CSC's work plan and policy oversight will be reviewed by the Executive Director of CHDCNR,
Supervisor Goia, District 1, Housing Authority, and the Redevelopment Agency. Comments and/or
recommendations will be directed to the Executive Director.
The North Richmond Community Services Coordinator will, at times, be asked to participate in special
projects with the Contra Costa Illegal Dumping Task Force.
Responsibilities will include, but not be limited to, the following:
• Inform community residents on the proper ways of getting information to various agencies.
This will include periodic attendance at various community meetings including, but not limited
to, the following community groups: Contra Costa County Municipal Advisory Committee of
North Richmond (MAC), Shields Reid Neighborhood Council, North Richmond Task Force
Beautification Committee, and Old Town San Pablo Neighborhood Council.
• Receive information, complaints and concerns from residents and ensure that the information
is forwarded to the appropriate County, City and/or other agencies.
• Formulate, implement and distribute to North Richmond residents and participants of the
Housing Authority Project PRIDE program educational materials and programs regarding trash,
environmental health, beautification,and code enforcement. Work with community residents to
develop and implement resident-driven strategies to address trash and beautification;
• Work with the Redevelopment Agency Program Manager for North Richmond to remove
blighted areas as required;
• Work with residents, property owners, City of Richmond, Housing Authority, County staff and
Richmond Sanitary Services to ensure all residents have adequate garbage collection service;
• Coordinate and participate in a wide rage of community events, programs and activities;
• Actively seek visibility for North Richmond beautification efforts through participation and
attendance at meetings and other events;
• Submit quarterly work plans, reports of accomplishments and challenges. These will be
reviewed by the Community Services Coordinator's direct supervisor, and submitted to the
County Administrator's Office as part of the request for the next round of funding;
• Submit weekly timesheets of hours worked;
• Research and identify potential funding opportunities in the form of grants, donations,
promotions, events, etc., as well as further opportunities for collaboration and partnership with
other agencies and individuals;
• Launch and supervise a neighborhood trash watch committee and dumping patrols;
• Other duties as assigned by the CAO, CHDC, Housing Authority and Redevelopment
Department.
Payment Provisions
A. The total contract payment limit for the Housing Authority is $10,000.
B. Quarterly Demand. CHDCNR may submit quarterly billings via the GAO for that share of the
expenses attributable to the Housinq Authority, The Housing ArsthOrity will pay its portion in
corn liance with the following Payment Schedule and Payment Advance, not to exoeecwt
$1 OMO for this contract.
C. Payment Schedule. Contractor will be paid quarterly, in advance one-fourth of the total
contract amount Of $38,400. The second, third, and fourth payments will not be paid until
quarterly reports are submitted to, reviewed by, and deemed satisfactory by the CAM's office.
Payment total not to exceed the total contract payment limit.
D. Payment Advance. County will pay one-fourth of the total contract amount of $38,400
($0,600) upon completion of the contract sign-off process. This amount is for the first quarter
of the contract,
