L Workforce Development Board DATE: June 10, 2004 SUBJECT: APPROVE and AUTHORIZE the Employment&Human Services Department Director, or designee, on behalf of the Workforce Development Board, to ACCEPT the Title I Workforce Investment Act youth allocation subgrant(#29-165-0) from the State of California Employment Development Department with a funding limit of$1,481,721 for youth programs for the period April 1, 2004 through June 30, 2006. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED AC'TICIN. APPROVE and AUTHORIZE the Employment&Human Services Department Director, or designee, on behalf of the Workforce Development Board, to ACCEPT the Title I Workforce Investment Act youth allocation subgrant(#29-165-0) from the State of California Employment Development Department with a funding limit of$1,481,721 for youth programs for the period April 1, 2004 through June 30, 2006. FINANCIAL IMPACT! $1,481,721: 100% funded by the Federal Workforce Investment Act of 1998. No County Cost. RACK RDIINII! The U.S. Department of Labor issued Workforce Investment Act(WIA) grant funding by formula to States for distribution to local Workforce Investment Boards to fund employment and employment-related services, including specific allocation for youth employment and occupational skills training. On March 7,2000, the Board of Supervisors(Item 0.157) authorized the County Five-Year WIA Plan for submission to the Governor in order to apply for the formula WIA fiends. The State of California Employment Development Department recently provided notice to the Contra Costa County Workforce Development Board(WDB) of the availability of up to $1, 481,721 in youth formula allocation funds under the Title I WIA subgrant for Program Year(PY) 2004/05. The Title I WIA subgrant also has an adult and dislocated worker formula allocation but that portion of the subgrant has been delayed pending approval of the State's FY 2004-05 budget. The County, through the Employment and Human Services Department (EHSD), serves as the fiduciary agent for these funds. This action will enable EHSD to execute the subgrant agreement on behalf of the WDB in order to receive the grant funds. The funds received through this subgrant will be used to provide a wide range of educational, employment, occupational training and other supportive services to eligible youth in Contra Costa County, excluding the City of Richmond, which receives its funding directly from the State. BACKGROUND- Overseen by the Contra Costa County Service Integration Program, Bay Point Works (BPW) is a neighborhood- based project that strives to advance the economic well being of Bay Point residents,while providing meaningful opportunities for them to actively engage in the revitalization of their community. Bay Point Youth Achievement and Possibilities/gap (YAP/gap)Project targets the children of low income, working parents who live in Pay Point. For the past five (5)years, YAP/gap has assisted those families by offering a structured program of age-appropriate educational and enrichment activities to young children during the"gap„ in the school calendar between the end of summer and the beginning of the new school year. Should foundation funding be awarded, BPW proposes to strengthen its support to low wage,working families by expanding YAP/gap into a year-round project that will provide safe activities for children during the major school vacations. The funding from Dean and Margaret Lesher Foundation will support on-going costs of YAP/gap during FY 2004/2005 and FY 2005/2006. BACKGROUND: Overseen by the Contra Costa County Service Integration Program,Bay Point Works (BPW) is a neighborhood- based project that Strives to advance the economic well being of Bay Point residents, while providing meaningful opportunities for them to actively engage in the revitalization of their community. Over the past six(6)years,BPW has played a pivotal role in increasing the economic self-sufficiency of Bay Point residents. Through its unique county-community partnership model,BPW has developed and implemented a wide variety of employment related Services and community-building activities designed to fill gaps and address priority interests and needs identified by residents of Bay Point. This approach has connected Bay Poiret residents with employment, while providing them with meaningful opportunities to develop their leadership skills and enhance the quality of life in their community. Through this approach,BPW has been instrumental in significantly raising employment rates of Bay Point CalWOR.Ks participants from 23% in 1997 to 38%in 2003. As a result,Bay Point CalWORKs participants have maintained the highest employment rates across all districts in Contra Costa County for six ({r)years. Overseen by the Contra Costa County Service Integration Program,the Verde Involving Parents (VIP)Program is a team effort of parents,teachers, county agencies and non-profits organization staff who live and work in North Richmond. The VIP Program strives to increase student attendance, improve student behavior and enhance parent/family member involvement at the North Richmond Verde Elementary School. Three (3) years after implementation, VIP reduced full day absences at the Verde Elementary School by 48% and pushed monthly attendance rates up to 93.3%. Since February 2001,VIP has returned over$270,000 in vitally needed Average Daily Attendance revenue to Verde Elementary School. Verde Elementary School's most recent standardization test results showed the school's tremendous improvements. Verde Elementary exhibited the highest increase of all elementary schools in the West Contra Costa Unified School District. VIP has received local, statewide and national recognition. In 2002, Contra Costa County was awarded a"2003 Achievement Award"from the National Association of Counties for the work of the VIP Program. VIP was awarded the grand prize as the "California Gold Community"winner at the 2002 California Partnership Awards.
