Driving Simulator and Force Option Simulator Training A 7
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff, or designee, to sign a contract with the
State of California Commission on Peace Officers Standards and Training (P.O.S.T.)
to accept an amount not to exceed $31,000 for the presentation of P.O.S.T. certified
Driving Simulator and Force Options Simulator training during the period of July 1, 2004
through June 30, 2005.
11, FINANCIAL IMPACT:
NONE. This contract will allow the Office of the Sheriff's Law Enforcement Training
Center to recover costs associated with the presentation of Driving Simulator and Force
Options Simulator training.
111. BACKGROUND:
In January of 2001, the Office of the Sheriff took over the operation of the Law Enforcement
Training Center. One of the courses required by P.O.S.T. is the Driving and Force Options
Simulator training. P.O.S.T. provides funding on an annual basis for agencies that present
this training.

SUBJECT: AUTHORIZATION TO EXECUTE AND SUBMIT A CHILD CARE
CONTRACT WITH THE CALIFORNIA DEPARTMENT OF EDUCATION

RECOMMENDATION M
APPROVE and AUTHORIZE the Community Services Department Director or
designee to execrate and submit State Contract CRPM-3005 (County #39-858-2)
with the California Department of Education for a total maximum reimbursable
amount of $58,777 for child development facilities renovations and repairs for the
period from June 15, 2004 through June 30, 2006.
FINANCIAL IMPACT:
Funded through the California Department of Education. If approved, these funds
will be added to the Community Services Department's FY2004-05 Budget via an
appropriation adjustment. There is no net County cost to this contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Child Development Division supports two of
Contra Costa County's community outcomes: "Children Ready for and
Succeeding in School" and "Families that are Safe, Stable and Nurturing." These
outcomes are achieved by offering comprehensive services, including high duality
early childhood education, nutrition, and health services to low-income children
throughout Contra Costa County.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
State Legislature has budgeted funds for child development facilities renovations
and repairs. Approval of this agreement will allow for the renovation and repair of
the children's playground at the Community Services Department's Crescent Park
Child Care site in Richmond.

the Community Services Department to continue to provide general childcare and state
preschool program services to program eligible children in Contra Costa County.

behalf of the Workforce Development Board, to APPLY for and if granted ACCEPT grant funds
from the Bay Area Workforce Funding Collaborative in the amount of $45,000 for the period
July 1, 2004 through June 30, 2006.

RECOMMENDED ACTION,
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the
Workforce Development Board, to APPLY for and if granted ACCEPT grant funds from the Bay Area
Workforce Funding Collaborative in the amount of$45,000 for the period July 1, 2004 through June 30, 2006.

No County Costs. The grant will be awarded under the Bay Area Collaborative, funds of which come from.2
possible sources: Workforce Investment Act funds and private foundation funds.
CHILDREN'S IMPACT STATEMENT*
This grant supports the third community outcome established in the Children's Report Card: 3) "Families that
are Economically Self Sufficient."

The Workforce Development Board(WDB)recently submitted a Small Grant request for$45,000 under the
State solicitation from the Bay Area Workforce Funding Collaborative in Bio Science. Should this request be
awarded, the funds will be used by WDB to support a two-phase biotech study. The first phase of the study,
Biotech Job Structure and Mobility Paths,will study mobility within and among the major biotech firms in the
Bay Area. The second phase will set out the targeted workforce investments that can increase mobility for
individual workers, and meet the workforce needs of the biotech industry. The potential for sharing this best
practice information within the region and the State has far-reaching implications for meeting present and future
workforce needs of this emerging industry sector. The study will center on effective programs that are presently
under way in San Mateo and will benefit the workforce systems and companies of the broader bay region
including the East Bay.
