The Advisory Beard has 19 members. The Internal Operations Committee (IOC) reviews the nominations for all seats on the Advisory Board except those reserved for speck public agencies. In February, founding member Doris Copperman resigned from PEHAB after 18 years of service, creating a vacancy in the Seniors Representative seat. As current member Ruth Daniels is active in seniors' issues, our Committee recommends that Ms. Daniels be reassigned to the Seniors Representative seat and that a vacancy in the Central County At Large#2 seat be declared and posted. DIRECT the Clerk of the Board to appoint PEHAB member Ruth Daniels to the Seniors Representative seat recently vacated by Doris Copperman. 2. DECLARE vacant the Central County, At-Large seat currently held by Ruth Daniels. Background: Founding member Doris Copperman resigned from PEHAB in February 2004 after 18 years of service. I am most fortunate to have been a member of this fine board since its beginnings, in 1986 I believe. During all of those years,PEHAB has been a watchdog for Contra Costa County health care, an initiator of new approaches, a supporter of a myriad of committees, organizations, and all those with something to contribute to improving health care of all Contra Comm. I've enjoyed it all, learned much over the years, and had the good fortune to work with wonderful people,both staff'and board members. It's time for me to retire from PEHAB. The AAC may initiate discussions, observations, or investigations and may hear comments on airport and aviation matters from the public or other agencies in order to formulate recommendations to the Board. In conjunction with all of the above, the Aviation Advisory Committee provides a forum for the Director of Airports regarding policy matters at and around the airport. The AAC comprises 11 members who must be County residents: one appointed by each Supervisor; one from and nominated to the Board by the City of Concord; one from and nominated to the Board by the City of pleasant Hill; one from and nominated to the Board by Diablo Valley College; one from and nominated to the Board by the Contra Costa County Airports Business Association; two at large to represent the general community, to be nominated to the Internal Operations Committee by the Aviation Advisory Committee. At least one of the above shall be a member of the Airport Land Use Commission. Terms for AAC seats are two years ending each March 1. The IOC reviews nominations to At Large seats on the AAC. On June 21, 2004, Supervisor Uilkema approved the appointment of David Dotter to an At Large seat on the AAC. Supervisor Uilkema also approved the addition to the IOC agenda and approval of the AAC's nomination to re-appoint J. Philip Day to an At Large seat, as Mr. Day is also a member of the Airport Land Use Commission, fulfilling a roster requirement of the AAC. Supervisor DeSaulnier was absent. Without question every one of the eight candidates was qualified and interested and could have been recommended for appointment. After discussion the three of us unanimously selected a representative who could provide special value to the AAC: • David. Dolter is a senior-level development executive with wide-ranging experience in project management, land acquisition, and planning. He has experience as a city manager and planning director, and he assured the three of us that redeveloping Buchanan isn't within his field of interest. Further, he lives in an area of the county which has no assigned AAC representative, so he could offer an objective point of view. He resides in the city of Alamo. • The screening committee therefore requests that the Internal Operations Committee approve our recommendation of David Dolton as the Buchanan Field At-Large Representative to the Board of Supervisors. I shall write to the remaining candidates and encourage to them to reapply for other AAC openings in local areas for which they are qualified. I shall also request that the Board of Supervisors fill the AAC's other vacancies.
