SUBJECT: Contra Costa County Library Commission 2003 Annual Report
SPECIFIC REQUEST (S) OR RECOMMENDATION (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Consider the Contra Costa County Library Commission 2003 Annual Report to satisfy the Advisory Body
Annual Report requirement issued by the Contra Costa County Board of Supervisors on June 18, 2002,
Resolution No. 2002/377.

BACKGROUND:

Library Commission meets 4th Thursday of alternating months

2003 ANNUAL REPORT
1. Activities
• Commissioners participated in Day in the district and Legislative Day in Sacramento to support funding for public
libraries, the library bond measures and other legislation of interest to local libraries.
• The Commission voted to support funding of PLF and authorized Chair Smith to write letters in support to the
State Budget Conference committee members.
• The Commission voted to support reauthorization of the federal Library Services and Technology Act.
• Commissioners communicated to members of the Board of Supervisors the importance of maintaining the
recently expanded open hours. Commissioners also communicated to their City Council members the importance
of maintaining the city contributions to the matching funding program.
• The Commission sent a letter to the County Administrator on April 1, 2003, about the 20103/04 budget, including
their concerns about closing the libraries for one week over the Christmas/New Years holidays as a cost cutting
measure.
• Commissioners participated in community forums and other planning activities relative to planning for and
designing libraries in: Antioch, Brentwood, Concord, Hercules, Ygnacio Valley, Lafayette, Oakley, Pittsburg, San
Ramon, and Walnut Creek.
• Commissioners Johnson (City of Pleasant Hill) and Smith (Supervisorial District 4) participated in the City of
Pleasant Hill/Central Library Steering Committee to plan for a new library in Pleasant Hill.
+ Commissioners heard presentation from East Bay Community Foundation on funding options.
+ Commissioners coordinated the exchange of information about community libraries.
• Commissioners served as liaisons to their appointing authorities relating to library service.
• Commissioner Lawrence and alternate Commissioner Madfes, appointed to represent the Library Friends groups,
have met with Friends groups to facilitate communication between Friends groups and the Library Commission.
• Commissioner Weibert(City of Clayton) served on the BALIS Advisory Board.
+ Commission Chair Smith (Supervisor District 4) is a CALTAC board member and conducted several training
sessions to boards and commissions.

2. Accomplishments
• Although PLF funding did not meet the level requested, legislators were informed about the importance of these funds
to local libraries.
• Commissioner Young (City of Martinez) obtained a $10,000 grant from Wells Fargo Bank to support the library's
Countywide Teen Reading Program.
• Commissioner Brinker(City of Oakley) is leading the 2004 National Library Week Fun Run fundraising event
scheduled April 25, 2004.
• Commissioners provided input to the Board of Supervisors and city councils asking to continue the city/county match
program.
• Commissioners spoke at a 2003 National Library event at the Concord Library with Senator Torlakson, Supervisor
DeSaulnier, and other officials and urged officials to support the Public Library Fund.
• Commissioners participated in the Proposition 14 applications submitted in 2003 by the City of Antioch and the City of
Walnut Creep and are currently participating in the development of third round applications, due in January 2004, by
the cities of Antioch, San Ramon, Lafayette and Walnut Creek.
• The Commission received a presentation by attorney Mary Minow on the USA PATRIOT Act and approved a
resolution opposing section 215 of the USA PATRIOT Act.
3. Attendance/Representation
The 29-member Library Commission is diverse and meets the Board of Supervisors'goal to maintain an ethnic, economic
and geographic balance. A wide range of ages is also represented including a member from the Countywide Youth
Commission.
All 6 meetings in 2003 have achieved a quorum (see attachment for individual Commissioner attendance)
4. Train inglCe rtification
Attachment on attendance also provides a list of Commissioners that have viewed the videotapes on the Brown Act and
Conflict of Interest.
5. Proposed Work Plan/Objectives for 2004
Goal 1: Support funding for the library
Objective 1: Continue to work with the cities and the County to maintain the partnerships for funding of increased
library hours and services.
Objective 2: Continue to work with state and local representatives to maintain PLF funding in conjunction with
other organizations such as the California Library Association and the California Association of Library Trustees
and Commissioners.
Objective 3: Participate in Day in the District and Legislative Day.
Goal 2: Work with local communities on the various efforts to plan new library facilities and to prepare Prop. 14 grant
applications.
Objective 1: Continue to participate in Prop. 14 applications in, Walnut Creek, Antioch, Lafayette and San Ramon.
Objective 2: Support legislative efforts to provide a future library construction bond.
Goal 3: Work with local Friends of the Library groups to support efforts to improve the library's collections, services and
programs to make up$366,000 cut from the materials budget.
Objective 1: Determine how the Commission can support Friends and other local groups in their efforts to improve
the library.
Goal 4: Participate in the development of the new strategic plan for the library.
