Outpatient Mental Health clinics, for the period from July 1, 2004 through June 30, 2005.

present locum tenens physicians to work as temporary physicians to ensure appropriate staff coverage
to the County`s outpatient mental health clinics, for the period from July 1, 2003 through June 30,
2004.
Approval of Contract #74-073-6 will allow the Contractor to continue to provide temporary physician
services through June 30, 2005.

June 30, 2004, for the provision of temporary physicians to provide outpatient psychiatric services to
County's Adult Outpatient Mental Health Clinic in East County.
Approval of Contract #74.077,9 will allow the Contractor to continue to provide services while the
Department continues its recruiting process for permanent staff, through June 30, 2005.

RECOMMENDATIONN:
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on
behalf of the County, Contract#74-142-4 with Seneca Residential and Day Treatment Center, Inc.,
a California. non-profit corporation, in an amount not to exceed $1,438,425, to provide residential
intensive day treatment services at County's Oak Grove Community Treatment Facility for the
period from July 1,2004 through June 30,2005.
FISCAL IMPACT:
This Contract is funded 31%by Federal Medi-Cal, 39%by State and EPSDT funds, 30%by Mental
Health Realignment funds.
CHILDREN'S IMPACT STATEMENT:
This Mental Health Program supports the following Board of Supervisors' community outcomes:
"Children Ready For and Succeeding in School": "Families that are Safe, Stable,and Nurturing"; and
"Communities that are Safe and Provide a High Quality of Life for Children and Families".
Expected program outcomes include an increase in positive social and emotional development as
measured by the Child and Adolescent Functional Assessment Scale(CAFAS).
BACKGROUND/REASON(S)FOR RECOMMENDATIONS}:
This Contract meets the social needs of County's population in that it provides a multi-disciplinary
treatment program as an alternative to hospitalization for minors who need active psychiatric
treatment for acute mental, emotional or behavioral disorders.
On August 5, 2003, The Board of Supervisors approved Contract#74-142-3 with Seneca Residential
and Day Treatment Center, Inc. for the period from July 1, 2003 through June 30, 2004; for the
prevision of residential intensive day treatment services at County's Oak Grove Community
Treatment Facility.
Approval of Contract #74-142-4 will allow the Contractor to continue providing services through
June 30,2005.

consultation and technical assistance to the Mental Health Director with regard to facilitation of the
Federal SAMHSA Grant, the State Department of Health Services System of Care Contract,

BECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Donna
Wigand) to execute on behalf of the County, Contract #74-199-1 with Contra
Costa Association for Retarded Citizens, Inc. , a non-profit corporation, in
an amount not to exceed $333, 333, to provide Wrap-Around, Day Treatment, and
Mental Health services for high risk, delayed, or emotionally disturbed
children at the Lynn Center, for the period from July 1, 2004 through June
30, 2005.
FISCAL IMPACT:
This Contract is funded 25% by Federal Medi-Cal Revenue, 25% by EPSDT and
50% by the Children & Families Commission Funds. There is no cast to the
County.

This Mental Health Program supports the following Board of Supervisors'
community outcomes: "Children Ready For and Succeeding in School";
"Families that are Safe, Stable, and Nurturing"; and "Communities that are
Safe and Provide a High Quality of Life for Children and Families" .
Expected program outcomes include an increase in positive social and
emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) and placement at discharge to a lower level of
care.
BACKGROL=/REASON(S) F'bR RECOMMENDATION(S)
This Contract meets the social needs of the County' s population in that it
provides Wrap-Around and other mental health services to young children with
serious emotional and behavioral disturbances, and their families, who have
not had access to these services previously. This intensive mental health
support is intended to reduce out of home placements and the need for
restrictive or specialized educational settings in kindergarten.
On March 25, 2003, the Board of Supervisors approved Contract #74-199, with
Contra Costa Association for Retarded Citizens, Inc. to provide Wrap-Around,
Day Treatment, and Mental Health services for high risk, delayed, or
emotionally disturbed children at the Lynn Center, for the period from April
1, 2003 through June 30, 2004 . Approval of Contract #74199-1 will allow
the Contractor to continue to provide services through June 30, 2005.

an amount not to exceed $155,133, to provide family emergency shelter services for County's
Homeless Services Program for the period from July 1,2004 through September 30,2004.
FISCAL IMPACT:
This Contract is funded 28.6% by Federal Community Development Block Grants (CDBG) and.
other Federal agencies; 2.7% by State Emergency Housing and Assistance Program (EHAP); 8.7%
by CBDG funds from the cities of Concord, Antioch, Pittsburg, and Walnut Creek; and is 60"/n
County funded,and is included in the Department's Fiscal Year 2004-2005 Budget.
CHILDREN'S IMPACT STATEMENT:
This Homeless Services Program supports County's"Communities that are Safe and Provide a High
Quality of Life for Children and Families" community outcome by providing temporary shelter and
services to homeless families to stabilize their situation.
BACKGROUND/REASON(S)FOR RECOMMENDATIONN:
This Contract meets the social needs of County's population in that it provides family emergency
shelter services to homeless families, twenty-four hours per day, seven days per week, in Central
County for County's Homeless Services Program at County's North Concord and Mountain View
facilities.
On July 15, 2003,the Board of Supervisors approved Contract#25-038-4 with Shelter, Inc., for the
period from July 1, 2003 through. June 30, 2004, for the provision of family emergency shelter
services for County's Homeless Services Program.
Approval of Contract #25-038-5 will allow the Contractor to continue providing services through
September 30,2004.
