SUBJECT: Provide parking for loading and unloading of passengers or freight (Yellow
Curb) in the 1500 block of Third Street (0461A), North Richmond area.
The Contra Costa Board of Supervisors RESOLVES that:
Based on the recommendations by the County Public Works Department's Traffic
Engineering Division, and pursuant to County Ordinance Code Sections 462.002 -
46-2.012, the following traffic regulation is established (and other action taken as
indicated):
Pursuant to Section 22507 and 21458 of the California Vehicle Code parking
is hereby declared to be prohibited at all times, except for the loading and
unloading of passengers or freight (Yellow Curb) on the east side of Third
Street(0461 A), beginning at a point 188 feet south of the centerline of Grove
Avenue (0565H) and extending southerly a distance of 18 feet, North
Richmond.

SUBJECT: Speed Limit on Concord Avenue (Road No. 7853), Brentwood area.
The Contra Costa County Board of Supervisors RESOLVES that:
On the basis of an engineering and traffic survey and recommendations thereon by the
County Public Works Department's Traffic Engineering Division and pursuant to County
Ordinance Code Sections 46-2.002 - 46-2.012, this Board hereby determines that the
present speed limit established on the below-described road, a street within the criteria of
Vehicle Code Section 22358 is more than reasonable and safe, and hereby determines
and declares that the following speed limit is most appropriate,reasonable, and safe prima
facie speed limit there:
Pursuant to Section 22358 of the California Vehicle Code, no vehicle shall
travel in excess of 45 miles per hour on that portion of Concord Avenue
(Road No. 7853), beginning at the intersection of Sellers Avenue (Road No.
8441)and extending westerly to the Brentwood City Limits, Brentwood area.

SUBJECT: Prohibit stopping, standing, or parking in County right of way, located
southwest of the intersection of Byron Highway (Road No.9621), and State
Route 4, Byron area.
The Contra Costa Board of Supervisors RESOLVES that:
Based on the recommendations by the County Public Works Department's Traffic
Engineering Division, and pursuant to County Ordinance Code Sections 46-2.002 -
46-2.012, the following traffic regulation is establishes( (and other action taken as
indicated):
Pursuant to Section 22507 of the California Vehicle Code stopping, standing
and parking is hereby declared to be prohibited at all times in the County
right of way, located in the southwest quadrant of the Byron Highway(Road
No.9621) and State Route 4 intersection, consisting of a triangular area
measuring approximately 33,000 square feet, Byron area. Vehicles violating
this parking restriction may be removed pursuant to Section 22651(n)of the
California Vehicle Code.

Door, and the Richard S. Narez, Living Trust.
B. AUTHORIZE the Director of Public Works, or designee to execute said Temporary
Construction Permit form on behalf of County.

Ill. Rgasons for Racemmenda lens and Ra nkaround:
Amex Door was located on a parcel of which a portion was required for the highway-widening
project. The Amex Door building was bisected by the new property line and the entire building
was purchased by the County and the County agreed to remove the building and foundation. At
this time, a portion of the foundation is still encumbering a portion of Amex Door remainder. This
Temporary Construction permit will allow the County to enter and remove foundation.

Permission is hereby granted to Contra Costa County,its contractors and their authorized agents,to
enter and bring the necessary workers, tools and equipment on the property of the undersigned, as
shown on the attached map or where necessary, for the purpose of demolishing and removing the
remaining foundation of the Amex Doors building located at 95 Bliss Avenue,Pittsburg,Ca 94565.
It is understood and agreed that Contra Costa County will leave the premises in a clean and orderly
condition and will repair,replace,or compensate for any existing improvements that may have been
disturbed or removed during the course of the work.
By acceptance of this Temporary Construction Permit, it is understood and agreed by and between
the parties that Contra Costa County agrees to indemnify and save the undersigned owners(Richard
S.Narez and Amex Door)harmless against any loss,damage,and/or liability which may be suffered
or incurred by the undersigned owners arising out of the use and/or occupancy of the property located
at 95 Bliss Avenue,Pittsburg,California,by Contra Costa County,its agents,contractors or assigns,
from June 9, 2004 to June 22, 2004.
It is further understood and agreed that permission to do the work and perform the acts stated herein
shall remain in force and effect from June 9, 2004 to June 22,2004.
