DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk,and
AUTHORIZE the Chief Engineer to arrange for payment of a $25 fee to Community Development for
processing, and a$25 fee to the County Clerk for filing the Notice of Exemption.

II. FINANCIAL IMPACT:
The estimated project cost for the project is $45,000 funded by Drainage Area 30C (100%).
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project is located along Line A of DA 30C in the city of Brentwood,west of Brentwood Boulevard and
north of Marsh Creek Channel. The purpose of the project is to modify the existing outlet structure in order
to accommodate higher flows during high intensity storms. The project consists of lengthening the existing
outlet structure by approximately sixteen feet and slightly angling the structure to allow flows to move
through the outlet more efficiently.The existing structure will be trimmed to remove the front wall and parts
of the floor slab to provide a clean surface to connect the new section of the structure with dowels. In
addition, the top six feet of the side walls of the existing structure will be trimmed off. The new structure
will sit on a 12-inch thick reinforced concrete slab. A perforated 4-inch plastic pipe will be buried around
the concrete section of the floor slab to provide underground drainage. The pipes will be connected to weep
holes at the base of the walls,which will drain into the structure. The perforated pipe will be surrounded by
pervious material from the top of the slab to approximately five feet above the slab to improve subsurface
drainage into the structure. Construction activities will be in the immediate vicinity of the structure and
conducted from top of bank.
The project has been determined to be in compliance with the General Plan and is exempt from CEQA.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the projects may result in a delay of design and construction and may jeopardize funding.

The project will not have a significant effect on the environment. The recommendation is
based on the following: This project consists of the reconstruction of an existing pudic facility.
The new facility will be located on the same site as the existing facility and will ha ve substantially
the same purpose and capacity as the facility replaced.

GENERAL CONSIDERATIONS:
1. Location: The project is located along Line A of DA 30C in the city of Brentwood, west of
Brentwood Boulevard and north of Marsh Creek Channel (.figures 1-4).
2. Project Description: The purpose of the project is to modify the existing outlet structure in
order to accommodate higher flows during high intensity storms. The project consists of
lengthening the existing outlet structure by approximately sixteen feet and slightly angling the
structure to allow flows to move through the outlet more efficiently (Fig. 4). The existing
structure will be trimmed to remove the front wall and parts of the floor slab to provide a clean
surface to connect the new section of the structure with dowels. In addition, the top six feet
of the side walls of the existing structure will be trimmed off. The new structure will sit on a
12-inch thick reinforced concrete slab. A perforated 4-inch plastic pipe will be buried around

system will be at the discretion of the contractor, but will be reviewed by the County and the
California Department of Fish and Game. The repair activity will be kept to the minimum
necessary to accomplish the repair, and the work site will be kept clear of construction debris.
Environmentally Sensitive Area (ESA) fencing will be installed to clearly define the project
limits and impact area. Standard Best Management Practices (BMPs) will be implemented
such as locating stockpiles outside of the streamzone, fueling and maintaining equipment at
designated staging areas, and maintaining a clean worksite will be employed. Any exposed
slopes will be seeded with a mix of native grasses upon completion of the project.

Although Burrowing Owls (Athene cunicularia) are known from the general area, the project is
located in the immediate vicinity of Brentwood Boulevard and is surrounded by homes;
therefore, occupied burrows are not expected in the area. Nevertheless, in order to ensure
potential impacts are minimized, the District will conduct preconstruction surveys for
Burrowing Owls.
In order to minimize damage to trees, any roots exposed during excavation will be cut cleanly
and tree branches and shrubbery may need trimming throughout the project. Real property
transactions, including right-of-way acquisition may be necessary in support of this project.
General Plan Conformance will be obtained from the City of Brentwood.
