SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
1) ACCEPT the Family and Children's Trust Committee (FACT)recommendation to fund the Child
Abuse Prevention Council, AND
2) APPROVE AND AUTHORIZE the Employment and Human Services Director, or designee, to
EXECUTE a contract with the Child Abuse Prevention Council in the amount of $40,000 for child
abuse prevention advocacy and community services for the period of July 1, 2004 through June 30,
2005. (#21-240-9)
FINANCIAL IMPACT:
$405000 Child Abuse Prevention, Intervention and Treatment (CAPIT) AB 1733; 100% State.
CHILDREN'S IMPACT STATEMENT:
The contracts will support all five of the community outcomes: "Children Ready for and Succeeding in School",
"Children and Youth Healthy and Preparing for Productive Adulthood", "Families that are Economically Self
Sufficient", "Families that are Safe, Stable and Nurturing", "Communities that are Safe and Provide a High
Quality of Life for Children and Families"by community education and advocacy. Expected program
outcomes are reduced child abuse and neglect; reduced incidences of domestic violence; and, improved parental
stress management.
BACKGROUND:
The funding sources of Child Abuse Prevention, Intervention and Treatment (CAPIT) AB 1733 and Community
Based Family Resources, `1V&I Code Section 18962, require the support of the local Child Abuse Prevention
Council.
The Child Abuse Prevention Council was established to coordinate the community's effort to prevent child
abuse. The Council is an invaluable asset to the dissemination of information in the efforts of the FACT
Committee to address the issues of child abuse. Services include information and referral related to child abuse
prevention and treatment, professional trainings and community workshops, coordination of the Child Abuse
Review committee and its subcommittees to improve and ensure services to victims and families, a public
lending library of books, video tapes and educational materials on child abuse issues, and advocacy for child
welfare.

BACKGROUND:
The County's Employment and Human Services Department's (EHSD) Children and Family Services Bureau
(CFS)provides services to children and families at risk for or already involved in the Child Welfare System
(CWS). The Parent Partner Coordinator will serve as a voice and advocate for families and children who have
been involved in the CWS. Services include assisting the System of Care Federal Grant Coordinator to develop
the Family Mentor Program, recruiting, training, and supervising Family Outreach Mentors,participating in
System of Care and Child Welfare Redesign workgroups and committees, developing a support network for
families and children, and providing individual and system advocacy for families involved in the CWS.
Ms. Judith Knittel was selected from a competitive procurement, Request for Interest(RFI) #220, May 2004.
Ms. Knittel has extensive Child Welfare experience that includes direct service, training, technical assistance,
oversight, and program development.

BACKGROUND:
This Board Order will authorize Employment and Human Services Department(EHSD) to execute a contract
with the Contra Costa Crisis Center to provide 24-hour Emergency Response Program telephone services to
support both the Children and Family Services (CFS)Division and the Aging and Adult Services (AAS)
Division. Contractor will provide twenty-four(24)hour crisis line telephone support, referrals and immediate
intervention and counseling to at-risk children and adults dealing with critical issues such as suicide,
homelessness, grief, abuse, neglect, and other life crises. The Contra Costa Crisis Center assists EHSD meet its
obligations under the federally mandated 24-hour Children's Protective Services Emergency Response Program.

BACKGROUND:
The Multi-purpose Senior Service Program (MSSP), Linkages, Providing Assistance to Caregivers in Transition
(PACT), and Adult Protective Services (APS)provide case management on a countywide basis for Contra Costa
County residents age 65+years who are eligible for Medical and certifiable for skilled nursing facility care.
The purpose of the program is to provide case management services, including but not limited to assessment,
care planning, service arrangement, and client monitoring, so clients can safely stay at home and avoid
institutionalization. Program services assist individuals to achieve independence, maintain self-sufficiency, and
prevent placement in an acute care hospital, skilled nursing facility, or other 24-hour care facility.
Affordable Home Care Agency will provide ongoing personal care, protective supervision, household chores,
and respite services to MSSP, Linkages, PACT, and APS clients as referred by case managers. Services include
chore services for the purpose of household support and household tasks; personal care to provide assistance to
maintain bodily hygiene, personal safety, and activities of daily living; protective supervision which provide 24
hour supervision to persons in their own home who are very frail or may suffer a medical emergency; and in-
home respite to relieve the client's caretaker and prevent a breakdown in the i al sup ort system.

This contract directly supports the Contra Costa County's community outcome established in the Children's
Report Card: (3) "Families that are Economically Self-Sufficient." Case management, counseling, and
information&referral services will be provided to Welfare to Work clients in the Southeast Asian Community
to transition clients into the workforce and to develop self-sufficiency.
BACKGROUND
United Laotian Community Development, Inc. will provide case management services to Workforce Investment
Act (WIA.) and Welfare-to-Work clients to the Southeast Asian community served by the San Pablo One-Stop
Career Center. The demand for services from the Southeast Asian community enrolled in the Workforce
Investment Act programs in West County continues to increase. Through case management, counseling, life
skill training, and information &referral, the Contractor will assist clients to gain skills to attain self-
sufficiency. Contractor has proven experience working with Southeast Asia self-
mm and provides multi-
cultural and multi-lingual case management services.

BACKGROUND:
Lao Family Community Development provides pre- and post-employment case management services to limited
English proficient CaIWORKs applicants and recipients residing in West Contra Costa County. Services include
assisted j ob search,j ob placement, employment disputes resolution for j ob retention, and other j ob related
information. Contractor will provide translation and interpretation services in Vietnamese and Laotian dialects,
The Healthy Marriages Program services are supported with RES S funding to include marriage building and
enhancement activities, marriage education,relationship enhancement programs, divorce reduction activities
and/or other activities that promote and sustain healthy marriages.

contract amendment with CH Mack, Inc. (#40-194-1), extending the contract term from June 30, 2004 to June
3011 2005 for software application services, with no change in payment limit.
FINANCIAL IMPACT:
None. There is no change in the payment limit.
BACKGROUND:
On May 11, 2004 (Item C.46), the Board approved the contract with CH Mack, Inc. (CHM). CHM was selected
after a competitive bidding process (Request for Interest# 219), to provide a cost-effective web-based software
application program that would fully support automated case management, tracking and reporting for Area
Agency on Aging(AAA)programs, including those tracked under the National Aging Program Information
System (NAPIS)requirements and Multipurpose Senior Services Program (MSSP). The original contract was
set up for a 2-month term, which covers the period of software license procurement, initial set-up and staff
training. This Board Order will correct the contract term so that it is good through June 30, 2005, to include
maintenance and support services for a year, the costs of which are already included in the original contract.
