APPROVE a Consulting Services Agreement dated June 8, 2004 through December 31, 2005 with SmithGroup in the amount of $136,290 to provide architectural services for the Emergency Room Expansion Study at the Contra Costa Regional Medical Center, 2500 Alhambra Avenue, Martinez. 2. AUTHORIZE the Director of General Services, or designee, to execute the agreement and to issue written authorizations for extra work provided that the cumulative total extra cost for all such authorizations shall not exceed $25,000. FINANCIAL IMPACT The project will be funded by the Hospital Enterprise Fund (6544-2866). BACKGROUND This project involves a comprehensive medical planning and architectural study that will include evaluating the functional and operational aspects of the emergency room area, preparing a needs assessment analysis and recommendations, developing projections on usage and service levels, and developing a space program for potential expansion. Funding for these contracts are included in the Contra Costa County Community Services Department's FY 2004-05 Budget. There is no net County cost to these contracts. CHILDREN'S IMPACT STATEMENT: The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring a greater degree of social competence in preschool children from low-income families. REASONS FOR RECOMMENDATIONS/BACKGROUND: On September 16, 2003, the Board approved and authorized submission of the 2004 Head Start and Early Head Start Continuation Grant Applications to the U.S. Department of Health and Human Services, Administration for Children and Families to continue Head Start program services to program eligible children and their families for the period from January 1, 2004 through December 31, 2004. Approval of the contracts listed above will allow for continuing Head Start/Early Head Start program services to program eligible children residing in Contra Costa County. BACKGRO TND: MV Transportation, Inc. provides three different transportation services countywide to the County's Employment and Human Services Department (EHSD)which includes the EHSD's Workforce Services Bureau's Children Transportation Project (CTP) and Rides to Success (RTS) and the EHSD's Children and Family Services Bureau's Independent Living Skills Program (ILSP). The transportation services are provided to CalWORKS participants and their children and to teenage foster children emancipating from the foster care system. RTS provides same-day employment related transportation for eligible and enrolled CalWORKS participants. CTP delivers door-to-door transportation to and from daycare and school for the infant to high school aged children of CalWORKS participants. ILSP transportation provides charter-based transportation service to and from ILSP training events for foster children emancipating from the foster care system at age 18. The purpose of the three transportation programs is to assist CalWORKS participants and their children to achieve self-sufficiency by removing barriers to employment and job retention and to achieve independence from the foster care system. MV Transportation, Inc. was selected from a competitive procurement, Request for Proposal (RFP) 1070, Spring 2003. BACKGROUND: Consumer Credit Counseling of the East Bay provides consumer education and money management services to the County's Employment and Human Services Department's (EHSD) CalWORKS participants in four District offices countywide. Services include Break The Cycle Workshops providing instruction related to credit and budget management skills, understanding credit, income and expenses, daily living expenses and planning, and credit report information. The purpose of the program is to reduce barriers to self-sufficiency and encourage independence by referring participants to supportive resources. Additionally, Contractor will provide the Get Checking session, a ten-hour program, for participants referred by caseworkers and who have a history of financial difficulties. Graduating participants will receive a certificate honored by financial institutions that participate in the program and may present the certificate to open an account at participating banks. Consumer Credit Counseling of the East Bay has thirty-five years of experience providing financial counseling and debt management to the low-income population. Services under this contract will assist CalWORKS participants to improve their personal financial crisis and remo b rriers to long-term employment retention and housing. BACKGROUND: Employment and Human Services Department awarded contracts to Rubicon Programs, Inc. and Contra Costa Association of Retarded Citizens (ARC) after a competitive procurement, Request for Proposal (RFP) #1061 was conducted in FY 2001/2002. Supported Work Services Program is half of an overarching program initiating more in-depth State mandated services to CalWORKS clients who have been assessed as possibly suffering from learning difficulties. The other half of the program, not included in these contracts, involves assessment and treatment of learning difficulties. The Supported Work Services Program provides multilingual and culturally sensitive case management,job placements and retention efforts geared toward individuals with learning disabilities who need additional support to become self-sufficient and maintain unsubsidized work. RACKGROUND: This Board Order will authorize the Employment and Human Services Department (EHSD) to continue services provided by the above-named individuals as Early Intervention and Outreach Specialist (EIOS) for the Children and Family Services Bureau. The EIOS position provides outreach services to substance abusing parents who have been referred to the Juvenile Court and helps facilitate the entry of parents into a treatment program and the return of children to healthy homes. These contractors have demonstrated their knowledge and experience working with the Juvenile court systems, child welfare services and community substance abuse services. CHILDREN'S IMPACT STATEMENT: The contracts will support all five of the community outcomes: "Children Ready for and Succeeding in School", "Children and Youth Healthy and Preparing for Productive Adulthood", "Families that are Economically Self Sufficient", "Families that are Safe, Stable and Nurturing", "Communities that are Safe and Provide a High Quality of Life for Children and Families"by delivering to children and families a combination of therapeutic, educational, and supportive services. Expected program outcomes are improved behavior for children with developmental, emotional, and/or physical disabilities; reduced child abuse and neglect; reduced incidences of domestic violence; reduced incidences of parent and child substance abuse; and, improved parental stress management. BACKGROUND: In February 2002, the Board of Supervisors authorized the development and issuance of Request for Proposal (RFP) #1074 for FACT funding contracts. Funded contracts provided family support services, including, counseling and support groups, resource and referral services,parenting education, case management, respite care, and family bonding and strengthening activities; multilingual, multicultural counseling/support and resource and referral services; assessment and supportive services; center-based family support services that are accessible to the community(location, hours of operation, language availability, etc.); and, substance abuse treatment and counseling. The FACT Committee evaluated the performance of each agency's service delivery in meeting the proposed outcomes addressing service strategies and priorities in the first year of funding. The committee recommends funding contracts for a second year based upon the performance reviews and site visits to each agency.
