FINANCIAL IMPACT: None. BACKGROUND: On February 24, 2004, the Board of Supervisors authorized the County Administrator to execute a contract with Moore lacofano Goltsman, Inc. (MIG) to provide facilities accessibility consulting services. MIG is assisting the County in preparing an update to the ADA Transition Plan for County facilities. The large number of County facilities involved in the Plan and the need to obtain public comment on the draft Plan prior to completion necessitate the proposed extension to the term of the contract. BACKGROUND: The Assessor's Office is currently responsible for maintaining the parcel boundary feature base map. As part of this effort, we are working towards restructuring our business process workflows for maintaining land parcel information within a Geographical Information System(GIS)environment. During this implementation process, Mr. Black will assist in performing manual and CAD drafting services for the Assessor's Office. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Chief Information Officer of Department of Information Technology or his designee to execute on behalf of the County an agreement with Abolghasem Malekani to provide programming services in the amount of $176,800.00 effective July 1,2004 through June 30,2005. II. FINANCIAL IMPACT: Funds are budgeted for this contract. DoIT will recover this contracts cost through Service Level Agreement charges to the Auditor,Assessor,and Treasurer/Tax Collector. III. REASON FOR RECOMMENDATION AND BACKGROUND: Mr. Abolghasem Malekani comes to us with a vast array of skills that have been vital to our conversion of the legacy Land Information System to the relational Oracle/CICS environment. Prior years of recruiting did not produce an individual with the skill set required to perform the duties as they relate to Land Information Systems. Now with the county wide hiring freeze,it is imperative we keep the services of Mr.Malekani. Our legacy application requires an individual to have a unique set of skills,all of which Mr.Malekani has. He also has a working knowledge of the architecture we are in the process of migrating our legacy system to. He has years of experience in both CICS and SQL. Mr. Malekani is excellent at mentoring our DOIT staff and transferring knowledge to other Land Information System analysts. He has extensive knowledge of product tools supplied to us by IBM. Mr.Malekani's extensive knowledge in all the areas of both new and old technology has assisted the team in devising solutions to challenges that project has encountered. He is vital to the success and completion of this application. IV. CONSEQUENCES OF NEGATIVE ACTION: If this request is not approved, we will not be able to complete our conversion effort of the Land Information System to the CICS/Oracle environment. This will have an extreme negative impact with the customer base that participates in the Land Information System. This negative impacted will also be felt by our GIS application which we have been working with to coordinate our efforts. Cost overruns will be inevitable,because of the skill level of the staff that will be required to take over the task of Mr.Malekani,in addition to their current workload. Kyle in an amount not to exceed $300,000 to provide professional and technical services in labor relations during the period of July 1, 2004 — June 30, 2007. BACKGROUND Currently, the Human Resources Department utilizes the services of Jeffrey B. Kyle to provide professional labor relations services to the IHSS Public Authority and the County including labor negotiations, personnel issues, grievances, analysis and costing. Mr. Kyle has specific background, supporting skills and knowledge of the County which supplement the services provided by the Labor Relations Division. Primary responsibilities include labor relations support and services to the IHSS Public Authority. Other responsibilities include labor relations support and services to other County departments. During the last year, the Labor Relations Unit has experienced a 50% reduction in the analyst staff who resigned for higher paid positions in the private sector. The latest recruitment conducted to fill these vacancies yielded a total of three (3) candidates that passed the written portion of the examination. The execution of this contract will enable the Human Resources Department to provide essential labor relations services to its clients in a consistent manner. FISCAL IMPACT Employment and Human Services through the IHSS Public Authority funds 50% of this position (40% State, 40% Federal, 20% Employment and Human Services budget).
