DATE: JUNE 87 2004 SrA_you County SUBJECT: APPROVE AN INTERAGENCY AGREEMENT WITH THE CONTRA COSTA COMMUNITY COLLEGE DISTRICT Specific Request(S) or Recommendation (S) & Background and Justification RECOMMENDATION (S): APPROVE and AUTHORIZE the Community Services Director or designee to execute an Interagency Agreement FIMS-3061 (County #39-886) with the Contra Costa Community College District for a total maximum reimbursable amount of $3,758 for the purchase of child development instructional materials and supplies for the period from July 1, 2003 through June 30, 2004. FINANCIAL IMPACT: The Contra Costa Community College District will receive its funding for this agreement from the California Department of Education. Funding for this contract will be added to the Community Services Department's FY 2003-04 budget via an appropriation adjustment. There is no net County cost to this contract. CHILDREN'S IMPACT STATEMENT: The Community Services Department Child Development Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health to low-income children throughout Contra Costa County. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Contra Costa County Community Services Department is the largest childcare provider in the County. Since 1994, the Community Services Department has contracted with the Contra Costa Community College District to administer and operate the District's State Preschool program. State Legislature has budgeted funds for child development instructional materials and supplies. FINANCIAL IMPACT: This contract is State funded through the California Department of Health Services. If approved, funds will be added to the Community Services Department's FY 2004-05 budget via an appropriation adjustment. There is no net County cost to this contract. REASONS FOR RECOMMENDATIONS/BACKGROUND: These funds will be provided to the Contra Costa County Community Services Department for participation in the California Department of Health Services Childhood Lead Poisoning Prevention Program. As part of this project, Contra Costa County Community Services Department will be provided $10,000 to perform lead poisoning screening for families with young children ages 1 to 5 years living in East Contra Costa County. Families will also receive information about preventing lead poisoning, a free toy for their child, and a $10.00 gift voucher for each completed test. BACKGROITND: The OPIC contract with EHSD, on behalf of the Workforce Development Board, for the East Bay Works Regional Grant, Technology-to-Teachers Initiative funding required WDB to provide case management services including recruitment and orientation for up to 20 Technology-to-Teachers clients who meet the WIA Title I Displaced Workers criteria. The required client number has been decreased from"up to 24"to "up to 12_." clients and the contract amount decreased based upon the lack of program enrollments. In cooperation with the Office of Education, the case management services assist individuals laid off from positions in fields of technology to obtain teaching credentials and move from "technology to teaching" positions. RACKGROUND: The Workforce Development Board's Small Business Development Center will provide consulting and training services to the Redevelopment Agency of the City of Pittsburg to meet the city's goals set forth under the Community Development Plan 1999-2004 and that will be addressed in the 2005-2009 Implementation Plan. The Small Business Development Center will provide one-on-one consulting services, training seminars, and workshops to Pittsburg businesses, develop and distribute marketing materials to Pittsburg businesses, and attend networking functions.
