SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
EXECUTE a contract (#20-512-26)with Child Abuse Prevention Council of Contra Costa, in the
amount of$44,700 for child abuse prevention program services for the period from
July 1, 2004 through June 30, 2005.

RECOMMENDED ACTIO
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a
contract (#20-512-26)with Child Abuse Prevention Council of Contra Costa, in the amount of$44,700 for child
abuse prevention program services for the period from July 1, 2004 through June 30, 2005.
FINANCIAL, IMPACT:
$44,700 Keller Canyon Surcharge Revenue Funds; 100% County.
CHILDREN'S IMPACT STATEMENT:
The contract supports all five of Contra Costa County's community outcomes: (1) "Children Ready for and
Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3)
"Families that are Economically Self Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and(5)
"Communities that are Safe and Provide a High Quality of Life for Children and Families". The expected
outcomes will be a decrease in the number of incidents of child abuse, a decrease in family related stress, an
increase in child abuse prevention awareness and an increase in family stabilization.
RACKGROUND:
Contractor will direct and coordinate ongoing activities aimed at mobilizing community resources and educating
professional and lay citizenry to reduce the incidents of child abuse.
Funds requested represent the level of support authorized in prior years from Keller Canyon Surcharge Revenue
Funds by the Board of Supervisors to address the needs of the community served by the Child Abuse Prevention
Council of Contra Costa.

EXECUTE a contract with Family Stress Center(#21-177-17) in the amount up to $572,000 for
Parent Aide services in Central and East County during the period July 1, 2004 through June 30,
2005.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a
contract with Family Stress Center(#21-177-17) in the amount up to $572,000 for Parent Aide services in
Central and East County during the period July 1, 2004 through June 30, 2005.
FINANCIAL IMPACT:
$57200 Child Welfare Direct Allocation costs: 30% County($171,600); 70% State ($400,400).
CHILDREN'S IMPACT STATEMENT:
This contract supports four of the five community outcomes established in the Children's Report Card: 1)
"Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive
Adulthood"; 3) "Families that are Safe, Stable, and Nurturing"; and 5) "Communities that are Safe and Provide
a High Quality of Life for Children and Families."
RACKGROUND:
This Board Order will authorize the Employment and Human Services Department(EHSD) to continue the
services under the Parent Aide program provided by Family Stress Center in Central and East County. The
Parent Aide program provides transportation services to and from school, medical, dental and counseling
appointments, supervised family visits, and other support services to families in Contra Costa County. Parents
receive a wide array of assistance, including information and training on parenting skills, access to childcare
resources, nutrition, health care,budgeting, and other training that develops skills and contributes to self-
sufficiency. Parent Aides provide short-term services on a case-by-case basis, seven days per week to children
and families that do not require the direct attention of a Child Welfare Services (CWS) caseworker, thereby
assisting caseworkers to more efficiently manage their cases.

BACKGROUND:
On May 11, 2004 (Item C.47), the Board approved the contract with McWilliams-Mailliard Technology Group,
Inc. (MMTG). MMTG was selected after a competitive bidding process (Request for Interest# 219), to provide
a cost-effective web-based software application program for the Adult Protective Services (APS) Division of the
Employment and Human Services Department (EHSD). The original contract was set up for a 2-month term,
which covers the period of software license procurement, initial set-up and staff training. This Board Order will
add more funds to the contract to extend the contract term through June 30, 2005, to include maintenance and
support services for a full year.

RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Wendel Brunner, MD) to
execute on behalf of the County, Contract#25-054-3 with Community Technology Alliance, a non-
profit corporation, in an amount not to exceed $74,000, to provide development and implementation
services for County's Homeless Management Information System (HMIS) for the period from April
15 2004 through September 30, 2004.
FISCAL IMPACT:
This Contract is funded 100% by McKinney-Vento funds provided by the Federal Department of
Housing and Urban Development(HUD),who mandates implementation of the HMIS.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
In August 2003, the County Administrator approved, and the Purchasing Services Manager executed
Contract #25-054-1, (as amended by Contract Amendment/Extension Agreement #25-054 -2) with
Community Technology Alliance, for the period from July 1, 2003 through March 31, 2004, for the
provision of assistance to the Contra Costa Homelessness Continuum of Care Planning Group
with regard to implementing the HMIS for County's homeless service providers, including
evaluation of third-party software vendors.
Processing of this Contract was delayed due to ongoing negotiations between County and Contractor
and between the Contractor and third party vendors for software licenses for the HMIS software that
Contractor will install and maintain for County's Homeless Program. During the negotiations,
services were requested by County and were provided in good faith by Contractor.
Approval of Contract #25-054-3 will allow the Contractor to continue providing services through
September 30, 2004.

For a number of years the County has contracted with Medical and Dental Specialists to provide
specialized professional services which are not otherwise available in its hospital and clinics.
On June 19, 2001, the Board of Supervisors approved Contract #26-953-3 (as amended by Contract
Amendment Agreement #26-953-4), with Dennis Beckley, M.D., for the provision of general neurology
clinic coverage, on-call coverage, and to conduct, interpret and evaluate Electromyogram (EMG) readings
for Neurology patients at Contra Costa Regional Medical Center and Health Centers through June 30,
2004.
Approval of Contract #26-953-5, will allow Contractor to continue providing services through June 30,
2007.
