Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale(CAFAS). BACKGROUND/REAsoN(s)FOR RECOMMENDATION(S): This Contract meets the social needs of County's population in that it provides child-family team facilitators and other wraparound services to families of children with serious emotional and behavioral disturbances; facilitates multi-agency collaborative service delivery; and minimizes the need for crisis services and involvement with the Juvenile Justice System. On December 16,2003,the Board of Supervisors approved Interagency Agreement#74-191-1 with West Contra Costa Unified School District for the period from July 1,2003 through June 30,2004, for the provision of wraparound services to Severely Emotionally Disturbed(SED)children. Approval of Interagency Agreement #74-191-2 allows the Contractor to continue providing services through June 30,2005. FISCAL IMPACT: This Contract is 25% funded by Federal Medi-Cal, 25%by State EPSDT, and 50%by the Children &Families Commission. There is no cost to the County. On March 25, 2003, the Board of Supervisors approved Contract #74--198 with Early Childhood Mental Health Program for the period from April 1,2003 through June 30, 2004, for the provision of Wrap-Around,Day Treatment, and Mental Health services for children,birth to six years of age and their families. In accordance with the term of the agreement, County agrees to defend, save harmless and indemnify Contractor from all liabilities and claims for damages for death,sickness or injury to persons or property,including without limitation,all consequential damages,from any cause whatsoever arising out of the performance of this Agreement. FISCAL IMPACT: Funding for this contract is Mental Health Realignment, partially offset by third-party payors. BACKGROUND/REASON(S) FOR.RECOMMENDATION(S): Can July 22, 2003,the Board of Supervisors approved Contract#24.955.7 with Vista Staffing Solutions,Inc.,for the period from July 1, 2003 through June 30, 2004, for the provision of locum tenens physician and recruitment services to ensure appropriate staff coverage to the County's outpatient mental health clinics. Approval of Contract #24.955-8 will allow the Contractor to continue to provide services through June 30, 2005.
