BACKGROUND/REASONN FOR RECOMMENDATION(S): On March 11, 2003, the Board of Supervisors approved Contract #24-910-5 with Aaron P. Kling, for the period from April 1, 2003 through March 31, 2004,for the provision of technical assistance to the Department with regard to County's Office for Consumer Empowerment, including maintaining a County-wide Mental Health Consumer Announcement Board, improving vocation services for Mental Health clients,and implementing a Mental Health Recovery Model. Approval of Contract #24-910-6 will allow the Contractor to continue providing services through March 31,2005. On January 7, 2003, the Board of Supervisors approved Contract#24-974--5 with Joginder Singh, M.D., for the period from January 1, 2003 through December 31, 2003, for the provision of professional psychiatric services. Approval of Mental Health Specialist Contract #24-974-6 will allow the Contractor to continue providing services through December 31, 2004. Wigand, LCS W,Mental Health Director V�A�l SUBJECT: Request for Retroactive Contract Approval for Joginder Singh,M.D., Contract##24-975 STATEMENT OF NEED FOR RETROACTIVE CONTRACT: The Department has recently approved extending the"emergency room pay"to psychiatrists working in Psychiatric Emergency, including contract employees. The new payment limit represents additional estimated differential pay required to cover his scheduled shifts,retroactive to January 1, 2004. Through an oral agreement made with the Mental Health Division's Chief of Psychiatry for Psychiatric Emergency Services(PES),Dr. Singh has agreed to continue to provide psychiatric emergency coverage. Therefore,retroactive approval of this contract is required to cover the service activities of this contractor and to assure the continuation of psychiatric coverage in PES. BENEFIT TO CONTRA COSTA COUNTY: Approval of this retroactive contract amendment will allow for the contractor to continue providing psychiatric emergency services.for the County's Mental Health clients who must use these services, AUTHORIZATION OF SERVICES: These services were requested/authorized by the Mental Health Chief of Psychiatry for PES,who is granted this authority by the Mental Health Director,pursuant to the California Welfare and Institutions Code, and under the Bronzon-McCorquodale Act, W &I Section 5608.
