FINANCIAL IMPACT: This contract is State funded through State Child Development funds. Funding is included in the Community Services Department's FY 2004-2005 budget. There is no net County cost to this contract. CHILDREN'S IMPACT STATEMENT: The Community Services Department Child Development Division supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health to low-income children throughout Contra Costa County. REASONS FOR RECOMMENDATIONS/BACKGROUND: Contractor shall provide professional audit services in accordance with generally accepted auditing standards, and in compliance with the "Auditing Guide for Auditors of Child Development Programs Administered by County Welfare Departments" issued by the California Department of Education. Approval of this contract will allow the Contractor to perform the annual audit of the Community Services Department's FY 2004 Child Development Program. Contractor was selected subsequent to outreach/RFP. FINANCIAL IMPACT: This contract is funded through the Proposition 10 allocation administered by the Children and Families Commission. Funding for this contract is included in the Community Services Department's FY 2004-05 Budget. There is no net County cost to this contract. CHILDREN'S IMPACT STATEMENT: The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. REASONS FOR RECOMMENDATIONS/19ACKGROUND: The Home Visiting Program goal is, in partnership with parents, caregivers, communities, public and private organizations, advocates and county government, to foster the optimal development of children, zero to five years of age. The program supports a comprehensive, integrated set of sustainable programs, services and activities designed to improve the health and well-being of children, advance their-potential to succeed in school, and strengthen the ability of their families and caregivers to provide for their physical, mental and emotional growth. REASONS FOR RECOMMENDATIONS/BACKGROUND: Contractor shall oversee and supervise the Community Services Department's Mental Health Interns. Contractor shall participate in the annual review and development of Mental Health Service plans, as well as keep appropriate records of Mental Health Interns in meeting licensing requirements in accordance with applicable State law. Contractor shall also observe Head Start and State Preschool children in classrooms, make outside referrals as appropriate, provide crisis intervention, and supervise play therapy in accordance with applicable State law. Approval of this contract will allow contractor to provide Mental Health Intern Clinical Supervisor services to the Community Services Department throu h December 31, 2004. This Contract includes a four-month automatic extension through October 31, 2005 in an amount not to exceed$468,245. FISCAL IMPACT: This Contract is 100%federally funded,through the State,under Title III C-1 and Title III C-2 of the Federal Older Americans Act of 1965. No County funds are required. BA.CI+GROUNDIREASONS)FOR RECOMMENDATION(S): This Contractor was selected to provide meals for the Senior Nutrition Program through a competitive bid process conducted by the County's General Services Department (Purchasing Services). This Contract meets the social needs of County's population in that it provides approximately 446,000 bulk, prepackaged, sodium restricted, and prepackaged frozen meals, on 250 County- designated serving days,throughout the County, for elderly,handicapped, and AIDS/HIV diagnosed citizens of Contra Costa County. On October 14, 2003, the Board of Supervisors approved Novation Contract #22--219 -34 with Compass Group USA, Inc., for the period from July 1, 2002 through June 30, 2003, with a four- month automatic extension through October 31, 2004, for the provision of meal services for County's Senior Nutrition Program.
