The Employment and Human Services Department(EHSD)Aging and Adult Service Bureau,with Area
Agency on Aging(AAA) contracts to provide services for older residents of Contra Costa County. The
FV 2004-2005 Area Plan proposes continued services to provide for the brown bag program and Alzheimer's
day care services. The programs provide services to individuals 60 years and older. Services include the
distribution of food bags twice a month to low-income seniors, supervision and activities for moderate to severe
stages of Alzheimer's disease and related dementia and,provides respite, training and supportive services to
caregivers.

This contract supports all five of the community outcomes established in the Children's Report Card: 1)

BACKGROUND!
The Foster Parent Liaison for the Employment and Human Services Department (EHSD) Children and Family
Services Bureau assists foster parents identify issues and concerns,mediates case-specific issues, and facilitates
positive and productive working relationships between foster families and EHSD.
Ms. Pierce has extensive experience in this area,having provided Foster Parent Liaison services for the Children
and Family Services Bureau since 1999. Her services will continue to provide support to the foster care program
in FY 2004/05.

CHILDREN'S IMPACT STATEMENT!
Foster Pride/Adopt Pride training supports three of Contra Costa County's community outcomes: "Children and
Youth Healthy and Preparing for Productive Adulthood"; "Families that are Safe, Stable and Nurturing"; and
„Communities that are Safe and Provide a High Quality of Life for Children and Families." Through enhanced
education and training, foster and adoptive parents can provide better care to children. The training improves
foster and adoptive parents skills and helps children cope with past abuse and neglect and understand the
reasons for out-of-home-placement.
RAC'TitYROUNDe
This Board Order will authorize the Employment and Human Services Department(EHSD)to contract with
Contra Costa Community College(CCCC)to provide coordination services for the Foster Pride/Adopt Pride
Training Project for FY 2004-05. This training program offers pre-service training to provide foster caregivers
with the skills and understanding needed for sustaining productive and nurturing relationships with foster
children. Potential foster parents and relative caregivers learn techniques to improve parenting,behavior
management and child education to better serve the needs of children under County care. This training program
is very valuable to the foster care program.

interagency agreement with the In-Horne Supportive Services(IHSS)Public Authority(#21-700-4)in the
amount of$1,543,180 for IHSS program services for the period July 1, 2004 through June 30, 2005.
FINANCIAI, IMPACT*
County cost will be approximately$324,068, or 21%of the $1,543,180 administrative cost allocation in the FY
2004-05 IHSS Public Authority budget.
The Board of Supervisors enacted Ordinance Number 98-14 on March 17, 1998, establishing the Contra Costa
County In-Home Supportive Services Public Authority("Public Authority„) as an independent public agency
pursuant to California Welfare and Institutions Code section 12301.6.
While the Public Authority is an independent public agency providing services to the County, it also receives
some services from County departments. This dual relationship requires an agreement that establishes the
respective obligations and responsibilities of the County and the Public Authority.
The Board of Supervisors most recently authorized an interagency agreement between the County and the Public
Authority on June 24, 2003. This Board Order will authorize the execution of another interagency agreement for
FY 2004-05 and will ensure that IHSS program services continue this year.

BACKGROUND:
Contra Costa Crisis Center will continue to manage and maintain the comprehensive countywide health and
human services database with extensive and current health and human services information. In collaboration
with Contra Costa County Community Services Department, Employment and Human Services Department,
and Health Services Department, the database provides information for emergency shelter, food,job training,
medical care,childcare, substance abuse counseling,mental health treatment, conflict resolution, legal services,
and more. The database provides the most accurate and current information and will be accessible on the
Internet for all County employees, local non-profit agencies and County residents. It is the basis for the
publication of regional guides for the Network of Care website, 60,000 of which were downloaded and
distributed last year, and for the 2-1-1 information system once it becomes operational in the County.
Contra Costa Crisis Center has extensive experience developing and maintaining a database of health and
human services information. The project obtains regular input from county departments and community based
organizations and provides a website facilitating access to information. ,
