This action will directly support the third outcome, "Families that are Economically Self Sufficient". The
Contractor will act as contracting and pay agent for training vendors who will provide job training and skills
upgrades to Employment and Human Services Department clients.
B A C``KCROUND:
This Board Order will authorize the Employment and Human Services Department, on behalf of the Workforce
Development Board, to continue the services provided by the Oakland Private Industry Council, Inc. (ODIC). In
Spring 2000, the EASTBAY Works consortium, of which the Workforce Development Board of Contra Costa
(WDB)is a member, selected OPIC, a member organization, to serve as procurement and pay agent for training
vendors on behalf of all EASTBAY Works partner agencies. In this capacity,OPIC is responsible, on behalf of
WDB, for contracting with and paying training vendors who provide Workforce Investment Act(WIA)—related
job and skills training to clients served by WDB.

BACKGROUND!
Under the direction of the County's Employment and Human Services Department's (EHSD) Workforce
Development Board's (WDB)Executive Director,the Grant and Special Projects Manager will coordinate and
manage the planning, implementation, and contracting of various project activities for the Workforce
Development Board(WDB). Services include planning,coordinating, and phase development of grant and
project activities, developing an implementation timeline for each project, interfacing with internal and external
staff to ensure project success and grant compliance, maintaining a database of partnering agencies,
documenting project and grant activities.
Ms. Joyce Reynolds was selected from a competitive procurement, Request for Interest(RFI)#153, Spring 2002
to provide Grant and Special Projects Manager services. Specific grant projects may be within Centra Costa
County or may be regional and span across county jurisdictions.

This contract directly supports all five community outcomes established in the Children's Report Card: 1)
"Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive
Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and
Nurturing"; 5)"Communities that are Safe and Provide a High Quality of Life for Children and Families".
BACKGROUND:
The Volunteer and Emergency Services Program provides emergency supplemental resources to stabilize low-
income families and individuals in crisis. The Ready-to-Work Clothes Closet(RTW), a program of the
Volunteer and Emergency Services, fundraises and obtains in-kind donations providing emergency food
assistance and business clothing for men and women seeking employment. Program services include
professional image consultation, employment presentation guidance and interview skills,volunteer work
experience,workshops and seminars addressing barriers to employment, skills to obtain employment, and
workplace skills assistance for employment retention. RTW program participants include Ca1WORKS,
Welfare-to-Work, General Assistance, and Fathers at Work Initiative Program (Rubicon).
Ms. Ella Stevenson provides RTW Program Development Coordinator services managing the organization and
distribution of clothing, administering volunteer program activities, and develo new program services.

BACKCRt IITND6
Community Violence Solutions, collaborating with County's Employment and Human Services Department
(EHSD), the District Attorney's Office, the Sheriff's Department, and local Law Enforcement Agencies (LEA)
will operate the multidisciplinary Children's Interview Center(CIC). CIC provides forensic interviews and/or
forensic exams to child victims of sexual abuse. Child Victim Advocates and therapists provide general family
support, exam accompaniment, court accompaniment, crisis intervention counseling, follow-up and referrals.
CIC provides skilled interviewers in a child-friendly setting and decreases the trauma children experience by
minimizing the number of interviews a child experiences. Additionally, CIC intends to standardize evidence
collection, offer supportive advocacy and follow-up, and increase the number of cases prosecuted.
