ADMINISTRATIVE COMPUTER SERVICES (Renewal) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION AUTHORIZE the Community Development Director, or his designee, to execute a contract with Keven Ormiston in the amount of $85,0000.00 for Department Computer and Information Technology Support from July 1, 2004 through March 31, 2005. FISCAL IMPACT No impact to County General Fund. Costs are covered by the Community Development Department's 04-05 budget from the overhead rate included as part of the land development application processing fees. Additionally,funding will be received from the County Clerk Recorder for assistance being provided in setting up the Elections digital precinct mapping system. BACKGRtOUNDIREASONS FOR RECOMMENDATIONS Mr. Ormiston provides specialized knowledge of Community Development Department's multiple databases and links to the databases and computer networks in other departments. Mr. Ormiston manages the existing network with links to Public Works, Building Inspection, and the County GiS databases located at DCOIT. Mr. Ormiston's knowledge and skills in seeking out and implementing innovative and cost effective technology is critical in assuring that the department continues to have IT systems that are responsive to our customers, staff and Web needs. Additionally, Mr. Ormiston is currently assisting the County Clerk Recorder/Elections Division in planning and implementing its digital precinct mapping system. CONSEQUENCES OF NEGATIVE ACTION The department cannot maintain and update Land Use information, cannot continue Land Use application tracking and fee recovery without specialized technical computer support staff. FISCAL IMPACT The cost is covered by revenue received from application fees paid by developers and applicants. BACKGROUND/REASONS FOR RECOMMENDATIONS Over the past few years the Community Development Department ("CDD") has experienced significant increases in land use applications. CDD uses contract planning services to augment/decrease staff needs in relation to rises/declines in economy that affect work flow. Simultaneously, CDD has had difficulties with recruitment and retention of qualified professional planners to handle the volume of land use applications. Darwin Myers Associates has both knowledge of the County and Department land use application processing procedures. These contract services are critical in assuring that land use applications are processed in a timely fashion and to meet the department's staffing needs. Ray 0,53 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION APPROVE and AUTHORIZE the Human Resources Director, or designee, to execute a contract with William G. Ray in an amount not to exceed $120,000 to provide human resource consulting services during the period of July 1, 2004— June 30, 2005. BACKGROUND William G. Ray worked for Contra Costa County for over 35 years until his retirement in 2003. Subsequently, Mr. Ray agreed to return as an independent contractor while the department recruited to fill not only his position of Human Resources Project Manager, but also the vacant position of Assistant Director of Human Resources. Attempts to recruit for the Assistant Director have been unsuccessful, primarily due to location and salary issues. We are now in the process of another recruitment with interviews scheduled for this month. In the interim, Mr. Ray has again agreed to perform the majority of the responsibilities of the Assistant Director's position while still performing specialized projects and assignments as the Human Resources Project Manager. Mr. Ray provides ongoing supervision, training and mentoring to the staff members of this unit and currently is recruiting for several executive level positions. While this is not the ideal situation, it will enable us to continue to provide seamless and uninterrupted service to our customers. Therefore, it is imperative for the Human Resources Department to execute this contract. Mr. Ray's expertise, institutional knowledge and historical perspective are of immediate and substantial value not just to this department, but to the County as a whole. We intend to recruit for Mr. Ray's position during this fiscal year. The costs for the administration of the ergonomic program are paid to Single Source Consulting by the Workers' Compensation Trust Fund. BACKGROUND/REASONS FOR RECOMMENDATION: Single Source Consulting is operated by Tony Su, MBA and ARM. These services include review and administration of our ergonomic program, ergonomic evaluations, strict inventory controls, discount pricing for equipment, training and coordination with the departments. The timely delivery of ergonomic evaluations and equipment will prevent or reduce the level of injuries sustained by our employees.
