(#29-166-0) FINAN_!CIA IMPACT, If granted, County to receive up to $20,000. 100% San Francisco Foundation funds. No County Costs. Overseen by the Contra Costa County Service Integration Program,the Verde Involving Parents (VIP) Program is a team effort of parents,teachers and county agencies and non-profit organization staff who reside and work in the North Richmond area. The VIP Program strives to increase student attendance, improve student behavior and enhance parent/family member involvement at North Richmond Verde Elementary School. Three years after implementation, VIP reduced full day absences at Verde School by 48% and pushed monthly attendance rates to 93.2%. Since February 2001, VIP has returned over$270,000 in vitally needed Average Daily Attendance revenue to Verde School. Verde's most recent standardization test results showed the school's vast improvement. Verde exhibited the highest increase of all elementary schools in the West Contra Costa Unified School District. VIP has received local, statewide and national recognition. In 2002, Contra Costa County was awarded a"2002 Achievement Award"from the National Association of Counties for the work of the VIP Program. VIP also was the grand prize"California Gold Community"winner at the 2002 California Community Partnership Awards. The funding from San Francisco Foundation will support on-going costs of the VIP Program during the 2004/2005 school year. BACKGROUND: If awarded, the fiscal year 2004-2005 Homeland Security Information Technology Grant will fund the pilot development and implementation of a telephony network to provide in-home communication integration for multiple language emergency messaging. This messaging system will employ on-site devices for delivery of emergency and other public safety messages in languages that can be chosen by the user. The project will implement a pilot deployment for certain locations in West County, looking toward a County wide installation of the system. This will enable a notification capability that is fast, scaleable, always on, individually targeted, and meets special needs including languages. FINANCIAL IMPACT: If this grant application is approved by the U.S. Department of Health and Human Services, Administration for Children and Families (ACF), the funding will be added to the FY 2004-2005 budget. County, as Grantee, is required to generate a 20% non-federal, in-kind, non-cash match in the amount not to exceed $212,500. CHILDREN'S IMPACT STATEMENT: The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. REASONS FOR RECOMMENDATIONSIBACKGROUND: If approved, funds will be used for renovation and conversion of two classrooms at the Ruth Powers Children's Center to make them Early Head Start classrooms that meet current licensing and code standards and requirements. The new classrooms will be staffed by moving slots from other parts of our program. We are requesting an amount not to exceed $850,000. However, this amount may change once the County's GSD has completed their analysis. Furthermore, the amount of one-time supplemental funds awarded is not guaranteed. Grantees apply and compete for funds from a limited pool of money. Funding amounts to be awarded are determined by the U.S. Department of Health and Human Services, Administration for Children and Families (ACF). The application period for requesting these funds closes June 25, 2004. The Head Start Local Policy Council will review this application on June 16, 2004.
