Recommended Action: APPROVE and AUTHORIZE the Public Works Director, or his Designee, to NEGOTIATE long-term ground lease and development terms between the County,as Landlord,for the aviation related development of approximately 1.3 acres of land located on the west side of the Buchanan Field Airport and north of the Airport Administrative Office,known as Area 1 or Sally Ride West Development. (Pacheco Area)(District IV) 11. Financiallmpact: There is no negative impact on the General Fund. The Airport Enterprise Fund could realize lease and other revenues and the County General Fund could realize sales tax and other revenues if a lease is successfully negotiated. Reasons for Recommendations and Background: Area 1, or Sally Ride West Development, is a 1.3 acre parcel of land owned by the County and located on the westerly side of Sally Ride Drive and north of the County Airport Administrative office, as shown on the attached parcel page. The parcel is adjacent to the Buchanan Field runways and is designated for aviation use on the Buchanan Field Master Flan. The parcel is under the jurisdiction of the Buchanan Field Airport and entirely within the unincorporated County. Can March 29, 2004, the Contra Costa County Public Works --Airports Division received a letter of intent from a private party to develop the Area 1 project on the subject site. The proposed development included approximately 37,500 square feet of aircraft hangar space and 1.750 square feet of office and storage space. The letter of interest did not include business elements necessary to solicit additional development interest. On April 19,2004,Airport staff received a secondary letter of interest that contained more specific business information for the proposed.project. In accordance with prior discussions with the Federal Aviation Administration's (FAA)Airports District Office(ADO)regarding development at Buchanan Field,the County notified existing commercial tenants at Buchanan Field and Byron Airport to solicit other competitive interest in the property. The County also published a solicitation advertisement in the Contra Costa Times and San Francisco Chronicle, business section in the Sunday editions on May 9, 2004,to broaden the solicitation of competitive interest. The development solicitation letter and publication process provided a response deadline of June 5,2004,for all competitive interests in Area 1 to be submitted to the County Airport Office. The County received no additional letters of interest in developing the Area 1 property. Negotiation of lease terms would expand economic development activity at the Buchanan Field Airport, provide additional revenues to the Airport Enterprise Fund,and allow Contra Costa County expand aviation related business available at the airport. A business proposal must be consistent with the Airport Master Plan and General Plan for consideration. IV. Consequences of Negative Action: Delay in approving the project will result in a delay of developing vacant land at Buchanan Field Airport and may negatively impact the Airport Enterprise Fund and County General Fund. ........................... .......................
