1. ACKNOWLEDGE receipt of Report from the County Construction Administrator regarding
construction status at the Juvenile Hall Expansion project.
BACKGROUND
At its April 15, 2004 meeting, the California State Board of Corrections granted Centra Costa County a
12-month time extension for completion of the Juvenile Hall Expansion. The current construction
completion deadline is March 31, 2005, and the project completion date is May 31, 2005. This extension
was conditioned on Contra Costa County submitting written progress reports to the State Board on a
quarterty basis and attending each subsequent State Board meeting until project completion.
The attached report provides the information requested by the State Board's staff. Additionally, this
report responds to the Contra Costa County Grand Jury Report #0104 wherein the Grand Jury
recommends that the County Construction Administrator provide written quarterly progress reports to the
Board of Supervisors and the Probation Department.

State Board of Corrections

Proiect Status
The project is divided into three phases. Phase one includes the relocation of the police
and public entrances to the existing hall along with all site work required to construct the
new parking areas for the facility. Phase two includes the construction of the
Administration, Intake, Sallyport, Kitchen/Laundry, (A, B, C, & S) and Housing units(D,
E, F, & G) (see attached Juvenile Hall Expansion area diagram). Phase three includes
finalizing work to the existing facility to meet building code requirements for occupancy.
The contractor, Arntz Builders substantially completed phase one but was terminated
prior to the completion of phase two.
After termination Contra Costa County entered into a Takeover Agreement with the
terminated contractor's surety on March 12, 2004 for the completion of the project.
Through negotiations and bid clarifications the surety tendered Flintco Inc., as the
replacement general contractor. A Notice to Proceed was issued to the surety and Flintco
Inc. on March 15, 2004. Separate from the Takeover Agreement, Contra Costa County
entered into an independent contract with Transbay Fire Protection to provide a new
design and installation of the defective fire sprinkler system. Transbay's scope of work
was absorbed into Flintco's contract under the Takeover Agreement on April 22, 2004.
Contra.Costa County requested a 13-month time extension from April 30, 2004 to March
2005, due to it's concern that all work meet or exceed BOC standards, and that defective
work, along with the repair of the fire sprinkler system is corrected. At it's April 15,
2004 meeting the BOC approved an extension of the construction completion date for the
project to March 4, 2005.
As of June 2004, construction of the Juvenile Hall Expansion is approximately 85%
complete. All major subcontractors have signed hold agreements and will return to the
project except two. On May 26, 2004 Flintco Inc. requested permission from the County
to substitute SW Mertz for Grossen Masonry and Performance Contracting Inc. for J.F.
McCray Plastering in the event they refuse to return. On June 1, 2004, the County
granted permission for these two substitutions only.
Phase Two Progress
Administration Intake Kitchen/Laundry.and Sall ort Areas fA..BX, and S
Transbay has replaced 80% of the defective fire sprinkler work in the Administration and
Intake areas. Flintco Inc. has completed their Pre-Construction phase and identified all
repair work along with remaining contract work in these areas. Bay Cities Paving and
Grading returned to flush out all waste water lines outside the building prior to Lawson
Mechanical hooking up the sewer laterals.

Hansiny.Units M,E.F, and G
Transbay Fire Protection has repaired approximately 40% of the fire sprinkler system in
these areas. Norment Security replaced the incorrect door closures identified as a Notice
to Comply and installed the remaining security hardware. Ashland Glass and Millwork
completed the installation of the countertops at the staff stations, while Lawson
Mechanical continues to install the chilled water lines and piping for the roof top
mechanical units. Flintco Inc. completed the forensic analysis on these areas and has
removed all debris and cleaned up the entire area. The Contra Costa County Fire:Marshal
inspected the underground flush of the fire line and passed all areas on June 7, 2004.

The Progress Reports will show the :Remaining Activities as presented to URS from
Flintco Inc. The project schedule is on time and the County expects to meet the
anticipated completion date. There are no problems with construction quality or
contractor performance.
