Recommendation:
Receive and approve the Managed Care Commission's(MCC)2003 Annual Report and 2004 Work
Plan.
Background:
The Managed Care Commission(MCC), advisory board to the Contra Costa Health Plan, is filing
the 2003 Annual Report and 2004 Work Plan in compliance with county regulations for advisory
boards.

Annual Report
of the
Managed Care Commission
Advisory Body to the CCC Board of Supervisors
Activities and Accomplishments for 2003
• Fully implemented revised By-Laws (November 2002), including restructure of
meetings and focused subcommittees
• Performed in-depth analysis of County Health Plan's (CCHP's) product offerings and
constituent concerns
• Participated in CCHP's 30th anniversary celebration
• Authored letter of concern to County Administrator regarding proposals to affect the
contribution rate of the County towards CCHP premium and other proposals that
would negatively affect CCHP
• Authored letter of support for CCHP's Sole Source Exemption request to the federal
Center for Medicaid and Medicare Services.
Attendance of membership
• Four (4) members reappointed with approval of Board Internal Operations
Committee.
• One (1) member vacancy filled.
• One (1) continuing vacancy, defined as "CCHP Medi-Cal Member".
• A quorum was achieved at all scheduled meetings.
• Note: Reduction of number of meetings per year has improved attendance and
resulted in a better use of staff and commissioner time.
Video Training Certification
• Video training program and certification process was implemented under guidance
of MCC Governance Committee. It is now included in all new commissioner
orientations.
• As of December 31, 2003, over 40% of commissioners have signed the certification,
with a target date of June 2004 for all remaining commissioners.
Work Plan) and Goals for 2004
• Review and monitor CCHP Priorities and Strategic Plan throughout the year.
• Review and take action, as necessary, on the design and developments for the
following product lines: BHC, Uninsured, Medicare, Medi-Cal, County Employees,
IHSS, Healthy Families
• Monitor reports and progress of the Long Term Care Integration Committee
• Monitory progress for access enhancement to the county's ambulatory care facilities.
• Review and approve the 2005 CCHP Quality Improvement Work Plan.
