Background: The Joint Conference Committee (JCC), the Board of Supervisors' oversight committee to the Contra Costa Health Plan,is filing the 2003 Annual Report and 2004 Work.Plan in compliance with county regulations for advisory boards and oversight committees. ABSENT: ABSTAIN: Contact Person: Teresa O'Riva,CCHP -� ATTESTED r,. 3' + ✓} lJ CC: Jill Lorrekovich,CCHP SWEETEN,CLERK OF THE BOARD OF Patricia Malloy;Clerk of the Board3PERVISORS AND COUNTY ADMINISTRATOR BY Annual Report of the Joint Conference Commission Subcommittee of the CCC Board of Supervisors Activities and Accomplishments for 2003 • Reviewed in-depth analysis of County Health Plan's (CCHP's)target programs for 2003, including Disease Management, HEDIS, Satisfaction surveys and Cultural and Linguistic Deeds assessments. • Monitored CCHP's financial reports to ensure continued viability and sustainability. • Monitored Notices of Dispute and legal actions involving CCHP. • Reviewed in-depth analyses of the CCHP Pharmacy program and cost containment efforts. • Performed oversight functions for CCHP's Quality and Member Service activities, including grievances and appeals. • Monitored enrollment and utilization trends, as well as the progress of the Long Term Care Integration Committee. Attendance of memberships • One (1) member vacancy filled by Dr. David Hearst. • A quorum was achieved at all scheduled meetings. Video Training Certification • As of December 31, 2003, 50% of commissioners have viewed the video. Target date for remaining commissioners is second quarter of 2004. Werk Plan and Goats for 2004 • Review and take action, as necessary, on the budget impacts and decisions that will affect CCHP in the coming year. • Review and take action, as necessary, on the design and developments for the following product lines: BHC, Uninsured, Medicare, Medi-Cal, County Employees, IHSS, Healthy Families • Monitor reports and progress of the Long Term Care Integration Committee and CCHP's efforts in support of the HSD Reducing Health Disparities Committee. • Review and approve the 04/05 CCHP Quality Improvement Work Plan. • Review all legal disputes and audit findings by CCHP's regulatory agencies. • Continue oversight of CCHP Quality, Customer Satisfaction and Resource Management efforts.
