RECOMMENDATIONS
1. AUTHORIZE a General Plan Amendment study for APN: 030-110-406, a 38-acre
parcel located at Willow Road and Sugar urge Road on Bethel Island,as requested
by Riggs Enterprises (Sugar Barge Resort and Marina), to change the General Plan
land use designation from Single Family Residential—Low Density(SL)to Commercial
Recreation (CR).
2. ACKNOWLEDGE that granting authorization for this request does not imply any
support for the application to amend the General Plan, but only that this matter is
appropriate for study.

FISCAL IMPACT
None. If authorization is granted the applicant shall pay fees to cover the cost for a General
Plan Amendment and other fees for associated applications.
BACKGROUND/REASONS FOR RECOMMENDATION
The Community Development Department has received correspondence from Riggs
Enterprises requesting a General Plan Amendment study on approximately 38 acres next to
Sugar Barge Resort and Marina on Bethel island to provide for an expansion of the boat and
recreational vehicle storage at the marina and resort complex. See letter from Riggs
Enterprises under Exhibit"A"
The subject site is APN:030-110-006 located at Willow Road and Sugar Barge Road on the
east side of Bethel Island.A map of the subject site attached as Exhibit"B"is included with
this Board Report. As illustrated on the map, the subject site is located within the Urban
Limit Lime and it is designated as Single Family Residential—Low Density(SL)on the Land
Use Element Map and zoned A-2o General Agricultural District. The subject site is adjacent
to an existing marina and resort complex operated by Riggs Enterprises, known as Sugar
Barge.
Staff believes that the request for a General Plan Amendment study is reasonable given that
the proposed development is an expansion to an existing water oriented commercial
recreation use, a resort and marina complex,which is generally consistent with policies for
the Bethel Island area in the General Plan.The subject site is vacant and from a topographic
standpoint is generally level.The subject site does not appear to have significantly sensitive
natural features, and the proposed development would not affect the island's perimeter
levee. Therefore, the Department recommends that the Board authorize the General Plan
Amendment study. Authorization of this study does not imply any support for the application
to amend the General Plan, but only that this matter is appropriate for study.

SWi:;wing P00" On March 28, 2003, Riggs Enterprises Inc., dba Sugar Barge
Resort & Marina submitted an application for a Land Use Permit
Covered Be-1115 Amendment (LP-032035). The project consisted of the partial
Weekend Cue;:Be-ffis development of 38 (thirty eight) acres on parcel # 030-110-006,
Corr#es},Berthinglocated on Bethel Island.
MU Shop On April 8, 2003 I received a letter from Mr. Will Nelson
f attached) who conducted a review of the application.

Mr. Nelson informed me that while the A-2 zoning allows for such
uei Dock development, the counties General Plan designated this parcel
Laund_ti Ramo as Single- Family Residential Low-Density. At the
recommendation of Mr. Nelson, I rescinded the Land Use Permit
?oat Dry Storage application.
I am now requesting a General Plan Amendment for
parcel # 030-110-006. The General Plan should be amended to
allow for recreational/commercial use, a use that is much more
appropriate for this parcel.
The development I will be proposing consist of up to 22
(twenty-two) individual buildings for the purpose of boat/
recreational vehicle storage.The overall impact of the 38(thirty-
eight) acres would be approximately 19 (nineteen) acres.
As I previously mentioned, this type of project was
proposed last year. Because of this, most, if not all environmental
issues have been addressed. I'm confident that a C.E.Q.A.
negative declaration would have been issued by your staff had
the General Plan/Zoning been appropriate and the process
continued.
In closing, the ultimate success of Sugar Barge and the
Bethel Island communify hinges on appropriate recreational

based developments. We at Sugar Barge are committed and
proud of what we have brought not only to Bethel Island, but
Contra Costa County as a whole. As we have done in the past,
we will do in the future, operate a clean, modern and
professional resort.
