SUBJECT: APPROVE Application to the State of California to
Submit an SB 163 Waiver Request
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE Application to the State of California to submit an SB 163 Waiver; and
DIRECT the Employment and Human Services Department(EHSD), the Health Department's Mental Health Division
(MH), and the Probation Department to continue their collaborative work for wraparound services as an alternative to
placing children in institutional settings, including the continuing allocation of fiscal resources to the program.
FINANCIAL IMPACT:
There is no fiscal impact to the county budget as the state and each Department will continue to contribute
their share of the non-federal foster care costs for out-of-home placements. This fund, In addition to MediCai
dollars,will be used to fund wraparound services for these children.
CHILDREN'S IMPACT STATEMENT
This action impacts five of the community, outcomes: 1) Children Ready for and Succeeding in School; 2)
Children and Youth Healthy and Preparing for Productive Adulthood; 3) Families are Economically Self-
Sufficient; 4) Families that are Safe, Stable and Nurturing; and 5) Communities are Safe and Provide a High
Quality of Life.
BACKGROUND:
EHSD has been working collaboratively with MH and the Probation Department through a System of Care grant
to develop services and funding strategies for ongoing support of our programs.
As part of that collaborative, EHSD needs to submit an SB 163 Waiver Request to the California Department of
Social Services in order to sustainfunding to maintain services to this vulnerable population who are placed in
high-level group homes. Key components of the current System of Care and the SB 163 implementation
program are principles of 1)family-centered practice, 2) individualized services, 3) cultural competence, 4)
flexible services, 5) unconditional service, and 6) community-based care.
An SB 163 Waiver allows counties to use existing state and local foster care placement dollars for children
currently in high-level placements. The funds will provide alternative community-based family-centered
services instead of high-level group home placement. Potential enrollees into the SS 163 program will be
specifically selected and monitored by an interagency oversight group.
Participation in the SB 163 program will allow Contra Costa County to continue the collaborative effort
established in the current System of Care to provide innovative and effective community-based services to
children and their families.
