BACKGROUND
TRANSPAC, the regional transportation planning committee for Central Contra Costa County, is
composed of one elected official and one planning commissioner from each of the six jurisdictions in
this area, the cities of Clayton, Concord, Martinez, Pleasant Hill, Walnut Creek, and the County.
Representatives are appointed by their City Council or by the Board of Supervisors. The County
Planning Commission nominated to the Board of Supervisors Don Snyder as its new representative on
TRANSPAC.

Dear Bob:
I have done much soul searching after Saturday's AC5 Retreat and have come to the
conclusion that I must resign from the Commission. My resignation does not indicate
any lessening of my passion for the arts, quite the contrary. At this very difficult time in
the county, state and country, I find I am ever more impassioned about the need for the
arts — especially as they relate to children and education.
I have come to my decision as an expression of my support for my negative vote
regarding the Commission's decision to spend down its existing funds for this year and
then likely cease to exist. As I said in the retreat, I believe that we are not providing
enough services or have enough relevance to warrant either our continued existence or
the Board of Supervisors' allocation of further funding.
However, I also believe the Supervisors need to recognize that if they vote to
discontinue funding for AC5 that their decision must be viewed as temporary until such
time as the financial picture improves. Healthy societies need organized bodies that
protect, advocate for, and nourish the arts, and this county is no different.
I am truly sorry to have to make this decision to resign; however, I believe it is my only
course based on my stance regarding the Commission. However, I will continue to
support the arts and do whatever I can to make sure that the arts are not forgotten.

BACKGROUND:
The Hazardous Materials Commission was established in 1986 to advise the Board,
County staff and the mayor's council members, and staffs of the cities within the County,
on issues related to the development, approval and administration of the County
Hazardous Waste Management Plan. Specifically, the Board charged the Commission
with drafting a hazardous materials storage and transportation plan and ordinance,
coordinating the implementation of the hazardous materials release response plan and
inventory program, and to analyze and develop recommendations regarding hazardous
materials issues with consideration to broad public input, and report back to the Board
on Board referrals.

Madame Chair,
Due to my ever increasing commitments as a principal and partner in the environmental
consulting firm BioMax Environmental, it is with much mixed emotion that I write this letter to
submit my formal resignation from my position within the Contra Costa County Hazardous
Materials Commission.
As was discussed with you over the phone a few days ago, I am honored to have been a part of
this critical advisory arm supporting the Contra Costa County Board of Supervisors over the past
years. I believe that the Commission as a whole, through its structure of bringing multiple
perspectives on hazardous materials issues,has achieved a great deal in making our county a
safer place for the communities, environment,workers,and businesses who reside here. I also
believe that the Commission has a great deal of continued and unfinished business pertaining to
hazardous materials in our county and particularly in the timely development of a final drug lab
protocol similar to those currently implemented within other counties in our state. I truly hope
that such efforts will continue to be championed by others within the Commission in my absence
and would be happy to snake myself available for continued consultation on this and similar
matters upon request.
In closing, I am proud to have been a part of this important advisory group and wish all of its
members the best of luck in their continued efforts and service to Contra Costa County.
