(CCCOE), school districts, and Employment and Human Services Department (EHSD)collaborated and implemented educational advocacy services for all foster youth in Contra Costa County including support services for foster youth in group homes. The program focuses on literacy, academie, and life skills promoting academic and personal achievement of faster youth in their homes and at school and assists youth to successfully emancipate from foster care. Services for FY 200412€ 05 will further develop and expand countywide services to address the education of fosteryouth, EHSD funds approximately 21% of the overall program budget with additional funds allocated from the California Department of Education. Two full time Educational Liaisons will work closely with EHSD Children and.Family Services Bureau and Juvenile Probation to improve the educational accornplishnients and opportunities for foster youth in Contra Costa County, Additionally, they will work jointly with. EHSD to develop in-kind services and seek matching funds from outside Sources. Services include developing, updating, and tracking all project issues related to Microsoft Project, conducting user training, education, and problem-solving sessions,performing analysis and design of help desk operation, and developing user manuals. BACKGROUND-, Domestic Violence (DV) Liaisons provide domestic violence case-specific consultation, guidance, and support to the County's Employment and Human Services Department(EHSD) Children and Family Services (CFS) and other agencies addressing domestic violence and developing interventions which include safety plans for family members affected by violence. Service include assistance with lethality assessments, resource information, interface between CFS and other agencies, assist CFS staff at home visits, ongoing CFS staff domestic violence training, develop,protocols,procedures, training materials and assessment tools for staff use, and serve on the Domestic Violence Workgroup and other committees. Mr. Steve Gray will continue to provide DV services countywide. He will facilitate CFS interfacing with other agencies that address domestic violence and develop and maintain a resource of domestic violence providers, which includes services for women, children, and perpetrators. CTIIT,DRE,N'S IMPACT:STATEMENT: Receiving centers support four of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School"; „Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a:Nigh(duality of Life for Children and Families." Receiving centers provide a safe, child friendly place in the community for children who have been removed from their homes. They help meet children's food, clothing, shelter,medical and mental health care needs, while limiting disruption in school. The receiving centers maintained by Employment and Human Services Department(EHSD),provide shelter, food, toys, clothing, public health nursing services, and medical referrals as part of a continuum of care for children. Receiving centers serve children who have been removed from their homes and allow EHSD to increase the number of children who can safely return to their families or relatives without going to emergency foster care. By providing time for family assessment, the centers reduce the number of disruptive placements to which a child is subjected. Moss Beach operates the East County Receiving Center(Antioch), Family Stress Center operates the Central County Receiving Center(Concord), and Iani Facilities, Inc. operates the West County Receiving Center in Richmond. This Board order will authorize EHSD to continue to use these receiving centers for FY 2004-05 at the same funding level as last year. BACKGROJINDt The Independent Living Skills Program(ILSP) is designed to prepare foster children age 16 and over for emancipation and responsible adulthood. Services offered through ILSP include daily living skills,money management, career and educational planning, and housing assistance. The program is staffed with a full-time Program. Coordinator, an Assistant Coordinator, and other specialized staff who all work together to deliver a diverse continuum of ILSP services. ILSP has already served more than 800 youth since July 2002 and has been identified as a best/promising practice model by the California Department of Social Services. The Employment and Human Services Department delivers ILSP services countywide,with on-site offices in Martinez (Central County), Contra Costa College( Nest County)and Los Medanos College(East County). ILSP also offers individualized services at homes and schools throughout the County. Mr. Roggow has been with ILSP since July 2000 as Program Assistant. He provides a wide range of administrative and technical Support to the ILSP and assists with caseload compliance.
