CHILDREN'S IvrPA+CT STATEMENI The Independent Living Shills and the Child Welfare Services programs support all five of Contra Costa County's outcome goals: "Children Ready for and Succeeding in School,""Children.and Youth Healthy and Preparing for Productive Adulthood,""Families that are Economically Self Sufficient,""Families that are Safe, Stable and Nurturing"; and"ConTrnunities that are Safe and Provide a High(duality of Life for Children and. Families". By preparing foster children for emancipation through ILSP, foster children gain skills that lead to self-sufficiency and improve opportunity for success in future endeavors, BACKGROUND, The Employment and Human Services Department's Children and Family Services Bureau(CFS)is tasked with protecting children from abuse and neglect and work with families to ensure the safety of these children. CFS serves approximately 2,000 families each year. The Independent Living Skills Program (ILSP), on the other hand, is designed to prepare foster children age 16 and over for emancipation and responsible adulthood. ILSP has served approximately 800 youth since 2002. This Board Order will authorize Employment and Human Services to continue the services of Ms. Peterson as Housing Specialist for both CFS and ILSP. Finding affordable housing is one of the many challenges faced by ILSP youth and the families and children served by CFS. As Housing Specialist,Ms. Patterson's duties include identifying affordable housing in the area,helping clients establish credit, conducting workshops on housing issues,working with prospective landlords and helping families qualify and obtain affordable housing,with the goal of keeping these families intact. RAC KGRGIIN:T1 The Food.Bank of Contra and Solano provides emergency and supplemental food to individuals in crisis and approximately one hundred and forty(140)non-profit social service organizations located in Contra Costa. County including emergency food pantries, senior citizen groups which include Brown Bag sites, childcare centers, substance abase and mental health halfway houses, and other eligible organizations. Services include delivering emergency and supplemental food supplies to organizations recognized as community distribution centers and distributing special holiday baskets. Funds requested for this year's contract match the level of support of the Food Bank authorized by the Board of Supervisors since 1998. (duality of Life for Children and Families.," CKGR!Q The County's Employment and Human Services Department(EHSD)provides three transportation services to CalWORKs(California Work Opportunity and Responsibility for Kids)participants and their children and to teenage foster children emancipating from the foster care system. Mr. Joel Flamand provides transportation and operational services support to two of the transportation services. hides to Success Demand-Response Bus Service (RTS)and the Children's`transportation Project(CTP). RTS is designed to assist CalWORKs participants achieve self-sufficiency by providing same-day employment related transportation for eligible and enrolled Contra Costa County CalWORKs participants. CTI', a custom route-based service, delivers door-to- door transportation to and from daycare and school for the infant to high school aged children of CaIWORKs participants thereby removing primary barriers to employment and employment retention. Additionally, Mr. Flamand coordinates the CalWORKs Auto Loan Program assisting CaIWORKs participants to qualify and obtain car loans through financial institutions for used cars that are obtained at discounted prices. This supports Ca1WORKs participants' ability to be self-sufficient and retain successful employment. Domesticare was established specifically to assist caregivers in the provision of non- medical in-home supportive services, such as chore/household tasks, personal care,protective supervision, professional care assistance and respite in-home services. These services are critical to avoid inappropriate placement of frail older persons in nursing facilities and to foster independent living in their own communities.
