SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE an
amended contract with PharmChem, Inc. (#21-501-11) increasing the contract payment limit by$25,000 from

FINANCIAL IMPACT!

This contract supports three of the five community outcomes established in the Children's Report Card: 3)

"Communities that are Safe and Provide a High Quality of Life for Children and Families."
BACKGROUND!
PharmChem, Inc., which maintains the U.S. Department of Health and Human Services (DHHS) Substance
Abuse and Mental Health Services Administration(SAMHSA) certification,provides substance abuse testing
and test results documentation for clients referred by the County's Employment and Human Services
Department(EHSD). Services include ensuring the availability of specimen collection sites located in the West,
Central, and East regions of the County, screening test specimens using three different Laboratory Test Systems,
providing"on-demand" sample testing when requested by the County's EHSD social worker,providing Sweat
Patch Testing to clients as an alternative to sample testing, and providing monthly statistics for clients referred
to substance abuse testing to the County's EHSD for each district office.
Services under this contract are being increased to address the additional, ongoing demand for substance abuse
testing and test results documentation.

This action directly supports two of the five community outcomes established in the Children's Report Card:
4)"Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and provide a High
Quality of fife for Children and Families"by providing first time families with services to support healthy
family environments and family relationships.
BACKGR1T ND
The Welcome Horne Baby Program(WHB), an early intervention and prevention program for families with
children ages 0-3 years,provides in-home visitation services for all first-time parents. Services include
accessing early prenatal care, supporting parent-child bonding and nurturing interactions,regular preventive
medical and dental care, improving health and child safety practices, family planning support and referral to
other community Supportive services.
Ms. Rufini, as the Program Director, will continue the strategic planning process,provide WHB oversight,
coordinate WHB with other county departments and community-based agencies, monitor ongoing program
services, and develop funding and marketing opportunities to support the program.

BACKGROTIN D:
Mr. Oppenheim was selected from Request for Interest (RFI#222) to access, develop and implement a plan of
action to interface among Children and Family Services (CFS), fiscal departments, and internal and external
parties regarding Title XIX funding, grant funding for youth transitioning out of foster care, SB 16.3 Plan and
Title IVE waivers for wraparound services and revenue development of flexible funds and performance based
contracts. This work is expected to result in additional federal, State and foundation funding in support of Child
Welfare programs. Performance and return on investment will be assessed at six-month intervals.

CHILDREN'S IMPACT SIAIEMEN
Dedicated group home services support four of the five Contra Costa County Community Outcomes: "Children
Ready for and Succeeding in School", "Children and Youth Healthy and Preparing for Productive Adulthood";
"Families that are Safe, Stable and Nurturing"; and"Communities that are Safe and provide a High Quality of
Life for Children and Families."Children placed in this dedicated group home receive short-term assessment
and intensive residential and day treatment in a safe, structured environment. Meanwhile, Employment and
Human Services and FamiliesFirst work toward longer-term placement in less restrictive settings or family
reunification wherever possible.
BACKGROUND:
FamiliesFirst, Inc. operates the Rose Manning Youth Shelter, a six-bed, 24-hour coed residential treatment and
assessment facility serving the entire county. The shelter offers intensive Residential Care Level 14 group home
services for severely emotionally disturbed children in short-term placements, generally of 90 days or less.
Children placed in the shelter receive a broad spectrum of intensive, individualized and group treatments for
emotional and behavioral issues, which include addressing the effects of prior physical, emotional and sexual
abuse. An ongrounds school and day treatment program meets the children's individualized educational needs.
These local treatment and assessment services help to reduce out-of-county placements and facilitate family
therapy for children for whom reunification is possible; they also allow Employment and Human Services to
find the best possible long-term placement options for those wwho require ongoing-�esidential treatment.

The Dedicated Shelter Group Home program supports three of Contra Costa County's community outcomes:
"Children and Youth Healthy and Preparing for Productive Adulthood"; „Families that are Safe, Stable and
Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". This
contract will provide children with stable, high-quality residential treatment after entry into the Child Welfare
System_,
BACK!GR U-NID:
This contract provides for two dedicated group homes(twelve beds)providing countywide shelter services at
established Central County and East County sites. Both homes are dedicated to Employment and Human
Services under this contract,providing 24-hour intake, a no-restriction admission policy and specialized staffing
and services to accommodate children whose backgrounds may be unknown at time of placement. These 2
group homes are the primary shelter care facilities in Contra Costa County; they serve children with serious
behavioral and emotional problems both when coming into the social services system for the first time, and
when requiring emergency placement. They serve an essential function that no other county facility provides.
Keeping children.in Contra Costa County in the least restrictive setting possible helps with visitation and
reunification efforts. Additionally,without these dedicated beds more children would be placed in costlier,more
restrictive facilities outside of Contra Costa County. EHSD also realizes some cost benefits through unproved
caseworker access to children.
