APPROVE and AUTHORIZE the Community Development Director, or his designee, to
execute a contract with Wilbur Smith Associates through August 30, 2004, for an amount not
to exceed $35,960, for a transit study for the Alamo Creek Intervening Properties(C-P990004).
FISCAL IMPACT
No impact to the County General Fund. The cast of the consultant contract is covered by
revenue received from application fees paid by developers.
BACKC-37ROLNU D/REASONS FOR RECOMMENDATIONS
On July 9, 2002 the Board of Supervisors approved the Alamo Creek/Intervening Properties (County File
#GP990004) development application. Pursuant to Condition, 138.B of this application, the Community
Development Department (CDD), after the release of a request for proposals, selected Wilbur Smith
Associates, an engineering consulting firm to conduct a transit study. The purpose of the study is to
determine the appropriate type of transit service for the development and to provide information to support
.'the County's establishment of a funding mechanism for the service.

RECOMMENDATIONS
AUTHORIZE the Community Development Director, or his designee,to execute a contract
with Christine Gregory in the amount of$72,000.00 for Current Planning assistance services
from July 1, 2004 through June 30, 2005.
FISCAL IMPACT
The cost is covered by revenue received from application fees paid by developers and
applicants.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department has contracted with Christine Gregory since October 7, 2002
for Current Planning. Community:Development uses contract planning services to augment/decrease staff
needs in relation to rises/declines in economy that affect work flow. The proposed contract will be
recovered, from developer/applicant fees for land use applications submitted for review.-and processing.

I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Chief Information Officer of the Department of Information
Technology or his designee to execute on behalf of the County an agreement with Clarian
Telecommunications Consulting LLC to provide telecommunications consulting services for
infrastructure support at a cost of$120,000 for the period of July 1,2004 throght June 30, 2005,
II, FINT-ANI CiAL IMPACT:
Funding has been budgeted for assistance with the implementation of improvements to the County's Public
Safety Radio System.
III. REASON FOR RECOMMENDATION AIND BACKGROUND:
May 13, 2003,the Board of Supervisors approved the project pian and funding necessary to upgrade the
existing Public Safety Radio System so it has the interim capacity necessary to support all the Public
Safety.Agencies until a new state-of-the-art radia system serving the County and other public agencies in
the County can be designed, financed and implemented. .Clarian was selected to assist the County with
this project because of their broad telecommunications background and their id-depth knowledge of to
County's Public Safety Radio System.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If this request is not approved this upgrade would be delayed and the services provided to the pudic safety
agencies will be impacted.

SUBJECT: Agreement for Contract Analyst Support

L RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Chief information Officer of Department of Information Technology or his designee to
execute on behalf of the County an agreement with Penneel Software to provide programming sea rices in the account of
$78,000 effective July 1,2004 through June 30,2005.
IL FINANCIAL EMPACT:
Funds are budgeted for this contract. UoIT will recover this contracts cost through Service Levet Agreement charges to the
Auditor,Assessor,and Treasurer/Tax Collector.
III. REASON FOR RECOMMENDATION AND BACKGROUND:
The Land Information Division of DOIT is currently in the process of converting our legacy IDMS systems onto a
CICS/Oracle Platform witty applications coded in COBOL II. This conversion affects the departments of the Auditor,
Assessor,and Treasure/Tax Collector. Penncel has thorough knowledge of each of the above mentioned business units and
the business process of all three departments. The owner of Penncel is a retired DOIT employee who supported these systems
while the county employed him, Penncel will provide a bridge for the skill sets required for a successful conversion. They
bring with them the legacy knowledge of the IDMS architecture,the new skills of COBOL II,new skills in CICS,and the
skills in SQL to navigate the Oracle database. The conversion of our databases to the new Oracle platform will eventually
allow the Land Information Division of DOIT to provide information from our IBM mainframe to the Internet environment.
IV. CONSE,QLTENCES OF NEGATIVE ACTION:
If this request is not approved,we will not be able to complete our conversion effort of the Land Information System to the
CICS/Oracle environment. This will have an extreme negative impact with the customer base that participates in the Land
Information System., This negative impact will also be felt by our GIS application which we have been working with to
coordinate our efforts. Cost overruns will be inevitable,because of the skill level of the staff that will be required to take over
the task.of Mr.Cellim,in addition to their current workload.

1. RECOMMENDED NUED ACT ION:
APPROVE and AUTHORIZE the Chief Information Officer of Department of Information Technology or his
designee to execute on behalf of the County an agreement with Mary Seth Paris to provide consulting services for
the Peoplesoft system at a cost of$31,350 effective July 1, 2004 through October 31,2004.
11. FINANCIAL IMPACT:
Funding for this contract has been budWted for in the Peoplesoft project.
III. REASON FOR RECOMMENDATION AND BACKGROUND:
In the next four months the fallowing projects have been approved which require modificatims to the Peoplesoft
Hummi Resource Payroll system:
• Modifications to the system that will allow portions of the Superior Court employee's payroll to be
done on a state mandated system.
• .Assist DoI'T'in processing 65 change control requests that haw been approved for processing by
the Human Resources,Auditor's and County Administration Office.
® Provide technical assistance in the planned ipgrade to Release 8.8 of Peoplesoft.
To accomplish this, staff from those 3 departinents will be required to add an additional 75%to their daily
workload. This contract is to provide technical assistance to support the production.P'eoplesoff,system and allow
permanent staff the time to work on the upgrade and reduce the armunt of overtime work.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If this contract is not approved,the system upgrade may not be installed in the required tirxe frame.
