BACKGROUND: Once a year the Alcohol and other Drugs Advisory Board of Contra Costa County acknowledges both volunteer and non-volunteer individuals and groups that have Significantly contributed towards reducing substance abuse in Contra Costa communities. Mr. Gerbert is extremely proactive in the community and enthusiastic about his alcohol and other drugs prevention work. District 1V - Supervisor Mark DeSaulnier RICHARD ALLIO began his recovery from alcohol dependence 13 years ago. He established Recovery Management Services, Inc. (RMSi) 12 years ago, which has grown from a clean and sober house to a multi-level alcohol and other drugs treatment program. Mr. Allio has directed the treatment and supported the successful recovery of many individuals. District 11- Supervisor Gayle B. Uilkema KEN SAI=FIER, MD As a tireless advocate for AOD treatment, Dr. Safl:ier treats patients who suffer from addiction with compassion and understanding, providing primary care as well as referrals for patients with substance abuse issues throughout Contra Costa County. At the local level, he is responsible for educating the resident and staff at Contra Costa Regional Medical Center about addiction medicine. At the state level, he is very influential in matters regarding education and awareness of addiction medicine NON-VOLUNTEER CROUP District 111--Supervisor Millie Greenberg WALNUT CREEK POLICE DEPARTMENT DARE OFFICERS Walnut Creek's DARE Officers receive more than 80 hours of intense training to effectively deliver the 5th grade curriculum which focuses on providing AOD information and developing the skills to resist drug use. The interaction between officers, students, parents, and the schools helps promote a positive relationship between the police department and the community. VOLUNTEER GROUP District V- Supervisor Federal D. Glover S.O.U.I.R.E.S. SAN QUENTIN Two Saturdays per month, within the walls of San Quentin State Prison, S.Q.U.I.R.E.S. inmates and sponsors share their experiences about the harmful effects of abusing alcohol and other drugs. After the sessions, S.Q.U.I.R.E.S. members are better prepared to understand the AOD issues that have adversely impacted their lives. VOLUNTEER INDIVIDUAL District I- Supervisor John Gioia SUSAN H. GEICK is a devoted supporter of community efforts to reduce alcohol and other drug problems that adversely affect the quality of life for West County residents. She actively participates in the West County Alcohol Policy Working Group, the Richmond City Alcohol Policy Coalition, and the El Sobrante Municipal Advisory Council. Ms. Geick exemplifies the importance of using a binced approach to recognize and address the needs of all the participants around the table. District V- Supervisor Federal D. Glover RICHARD ENEA has volunteered as a Youth Educator Trainer for more than ten years in the Antioch School District. Richard organizes, recruits, schedules, and trains high school students in alcohol and drug prevention, who in turn train junior high students. District V- Supervisor Federal D. Glover JOCELYN HARRIS is an active member of the Church of Christ in Bay Point and of the Alcohol and Other Drugs Advisory Board of Contra Costa County. She is also a Bay Point resident who started the 3rd Alcoholics Anonymous (AA) meeting in Bay Point. In doing so, she has helped others understand that you have to do more than just quit using drugs and/or alcohol, you also have to learn a new set of principles and adopt a different life style. She is a regular speaker at the detoxification center and volunteers her time on the AA hotline. YOUTH LEADERSHIP CATEGORY District I—Supervisor John Gioia DISCOVERING THE REALITY OF OUR COMMUNITY PROJECT/GATEWAY PROJECT (DROP) is a group of youth activists who have served as models for other youth in the community. They have been actively involved in promoting legislation by supporting AB216. Last year, they were instrumental in supporting the Board of Supervisors AB216 Proclamation. EXEMPLARY RECOGNITION - COUNTYWIDE - Supervisor Mark DeSaulnier COMMITMENT TO SERVE COMMUNITIES JOE ROBILLARD As District Administrator for the Department of Alcoholic Beverage Control (ABC), Mr. Robillard has helped residents understand the ABC's policies and follow the procedures to provide input regarding alcohol licenses. Under his administration, many communities have become more proficient to understand ABC regulations to participate in the licensing process, and to more effectively monitor alcohol outlets in their communities. LEADERSHIP IN COMMUNITY SERVICE MIKE ROGERS brings together a genuine passion for teaching and an exceptional knowledge-base with which he shares with the inmates at the West County Detention Facility. For twenty years, he has delivered the Deciding, Educating, Understanding, Counseling, Evaluating (DEUCE) curriculum that includes a recovery plan to use after release from custody. He has been a positive influence and has changed the lives of inmates, thus enabling them to become productive members of society. BRIAN CHAN is a dedicated Peace Officer in the State of California. His greatest contribution is reflected in the level of collaboration that he has helped to create between the ABC and local law enforcement including the Richmond and San Pablo Police Departments. He has improved the quality of life for those who reside near retail off-sale premises by developing a very successful minor decoy program in the City of San Pablo. Initially, the violation rate was over 60 percent. District II - Supervisor Gayle B.
