BACKGROUND:
The subject preliminary development plan, for the development of an approximately 49,000 sq. ft.
office building at 3035 Oak Road in the Pleasant Hill BART Station Area, was approved by the

Planning Commission on April 24, 2001, with an expiration date of November 3, 2002. The first one-
year extension was granted by the Planning Commission on May 7, 2002, extending the development
plan to November 3, 2003. The second extension was granted on June 10, 2003, extending the
permit to November 3, 2004.
Since the approval, the County and the County Redevelopment Agency consented to EOP-11's
assumption of the Spieker Properties' rights and obligations with respect to the parcel, pursuant to the
Consent and Agreement dated December 11, 2001. In addition, revisions to the Development
Agreement are under consideration.
The applicant requests a third one-year extension of the preliminary development plan due to
economic factors affecting the development of the site, the overall downturn in the Bay Area economy
and specifically the commercial office market. The request is consistent with the P-1 Ordinance Code
and the Disposition and Development Agreement.

the expansion of the existing 1,337 space BART parking garage with the relocation of the existing

1,477 surface parking spaces. The 18-acro site is the location of the Pleasant Hill BAIT Station,
which includes the station, 1,387 space parking garage and 1,477 surface parking spaces in the
Pleasant Hill BART Station Area in Central Contra Costa County.
The Board of Supervisors approved the preliminary development plan on November 5, 2003,with an
expiration date of May 5, 2004. The applicant has requested a one-year extension of the Preliminary
Development Plan to May 5, 2005, due to the time it has taken to prepare the complex final
development plan. The request is consistent with the P-1 Ordinance Code and the Disposition and
Development Agreement.
