RECOMMENDATION
1. APPROVE Change Order No. 7 to the construction contract dated May 20, 2003 with Taber
Construction Company for the Remodel and Office Landscape Partition Modifications at 1305
Macdonald Avenue, Richmond,
2. AUTHORIZE the Director of General Services, or designee, to execute the Change Order,
which provides for additional exterior and interior improvements, and increase the payment limit
by $161,730 for a total contract amount of$2,534,152,
FINANCIAL. IMPACT
There are sufficient funds in the budgeted account to cover Change Order No. 7.
BACKGROUND
The additional work encompassed by Change Order No. 7 includes the following:
• Expanding the data communications space and capacity for the third floor as requested by the
Department of Information Technology for the upgrade to a new telephone switch.
• Modifying the fire-rated walls and smoke/fire damper installations for the elevator lobbies as
required by the County Building Department,
® Electrical system modifications for the third floor as required for additional circuitry requested
by the client department.
• replacing two leaking fire sprinkler system control valves on the third floor.

• Replacing existing damaged staff toilet room accessories as requested by the client
department.
• Installing a new elevator safety switch as required for the State certification inspection.
• Installing strobe smoke detectors and connecting to the fire alarm system as required by the
City of Richmond's Fire Marshall for occupancy certification.
• Painting the exterior of the elevator tower addition to match the City of Richmond's approved
building colors.
• Applying a waterproof coating to the back wall of the elevator parapet to prevent water
intrusion.
Change Order No. 7 provides for the necessary labor, materials and equipment for the additional
work.

Defer to the internal Operations Committee the matter of the Cable Television Franchise Renewal
Negotiations .
BACKCROUNDIREASOWS) FOR RECOMMENDATIOWS3:
The County in collaboration with the Cities of Clayton, Concord, Martinez, Pleasant Hill and
Walnut Creek and the Towns of Danville and Moraga (the "Consortium") have been in
negotiations with Comcast, formerly AT&T for over three years. Staff from the Cities of Concord
and Walnut Creep along with the Director of the Office of Communications and Media for the
County have represented the Consortium as the negotiating team.
There are numerous issues regarding the cable franchise renvewal negotiation which may or may
not be resolvable through the negotiations currently underway. Issues include, but are not limited
to, the Institutional Network for the County, support for access television and franchise fees.
Referral to the Internal Operations Committee Agenda will provide a venue for indepth briefings
on the issues and discussion of policy and procedf�I options.

SUBJECT: Resolution to State Board of Equalization Authorizing Access to
Sales and Use Tac Records
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
Recommendation:
f ADOPT the attached resolution authorizing appropriate County officials continued access
to confidential County Sales and Use Tax Records.
Background:
Section 7056 of the Revenue and Taxation Code provides that any County, City or district wishing
to examine the Board of Equalization's records to verify that transactions subject to sales or
transactions and use tax have been reported properly, must adopt a resolution authorizing one(or
more) of its officials, employees, or other designated person to examine the appropriate sales or
transactions and use tax records of the Board.
Local officials allowed access to confidential SBOE records should note that the use of such
information is limited to governmental purposes and is not subject to release in public meetings or
other such forums.
Contra Costa County has been asked to provide an updated resolution since the last resolution
passed by the Board was in 2002/158.
