MLAC 1 SIATFMENT This contract supports all five of the community outcomes established in the Children's Report Card. 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and.Provide a High Quality of Life for Children and Families." B A C E GE01 ND The County's Employment and Human Services Department's Children and Family Services Bureau(CFS) is implementing the Child Welfare Redesign to enhance current service delivery for children and identify"best practices" for families and children. The plan includes developing community partnerships and utilizing community resources to ensure that children and families needing intervention or who are at risk for intervention receive supportive services while ensuring state and federal regulatory guidelines are met. The Data Specialist will manage data collection and provide data analysis and evaluation to document performance outcomes for the Child Welfare Redesign Effort for current and new program activities and the County's Self Assessment and Self Improvement Plan. Additionally,the Data Specialist will assist the Bureau Director in analyzing other programs of the Children and Family Services Bureau. Patrick Harrington,Ph.D.was selected to provide the needed services from a competitive procurement,RFI #208, April 2004. His research background in Clinical Psychology,his work as an Evaluator within the County's Children's Mental Health, and his knowledge of the Child Welfare Redesign provides the experience and ability to design, implement, and analyze data for the Child Welfare Redesip. activities. HACKGRDd Nils: Ms. biller provides technical and staff support services to the Family and Children's Trust(FACT) and the Family and Children's Services Advisory(FACSAC) Committees. The significant volume of coordination and communication required for the staffing and functioning of these two volunteer committees necessitates dedicated staff support. Technical expertise is essential to successful complex contract performance review, service provision monitoring,needs assessment and public bid processes entered into by FACT and FACSAC. FACT administers funds from Child Abuse Prevention Intervention and Treatment(CAPIT) AB 1733; Birth Certificate Fund AB 2994; Ann Adler Family and Children's Tryst Fund; Community-:Based.Family Resource Funds; and Child Care Affordability Funds. Ms. Miller's knowledge of the legislative obligations and responsibilities, community needs, gaps in service and fiscal impact make her invaluable to the committees. BACKGROUND: The Independent Living Skills Program (ILSP), through the use of contract services,provides a gide array of services to foster children age 16 years and over, aiding them in transitioning to emancipation and adulthood. Mr. Marr Cruise provides services to ILSP as Post-Emancipation Outreach Specialist. In addition to his regular duties, for the next two months, Mr. Cruise will be filling in for the ILSP Post-Emancipation Employment Specialist, who will be away on maternity leave. This Board Carder will amend Mr. Cruise's contract to add funds as a result of the additional hours that he is expected to work to cover the extra workload assigned to him. CONTINUED ON ATTACHMENT. She Works in close partnership With the staff of the Family Service Center, Service Integration Team and surrounding community. She is as vital part of the team assessing community needs, identifying resources and increasing access to service for the Latino population of North Richmond, San Pablo, and Parchester Village. BAC] GRQITND: Independent Living Resource provides countywide services to the County's Employment and Human Services Department (EHSD) older population who are transitioning from institutionalized care to living independently at home. Services support family caregivers by providing education and training to address the needs of the care recipient Who is transitioning home including access to benefits, daily living skills and techniques to transfer, bath, dress assistance and/or ether personal assistance as needed. Program services include providing financial and mobility needs for the individual such as benefits, equipment, home modifications and occupational and physical therapy needs of the care recipient and procuring assistive devices to modify the new home environment, evaluating Wheelchair and gait requirements,providing exercise instruction to strengthen and protect the caregiver's health or instructing the caregiver in transfer and safe bathing techniques for the care recipient. Services under this contract are being increased to address the additional, ongoing demand for Providing Assistance to Caregivers in Transition(PACT) services.
