HomeMy WebLinkAboutMINUTES - 05182004 - C28 TO: BOARD OF SUPERVISORS Contra FROM: William Walker, M.D., Health Services Director Costa DATE: °` Al o#)(7,Da co County SUBJECT: Accept Contributions to County Home Delivered Meals Program (Meals on Wheels) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Accept a contribution of$62,600 from Meals on Wheels of Contra Costa, Inc., on behalf of the County Home Delivered Meals Program(Meals on Wheels),administered by the Public Health Division of County Health Services, to subsidize 28,175 additional Meals delivered to the residences of homebound elders in Contra Costa County and to offset fun6raising costs not coverer y of ier grants. FISCAL IMPACT: The majority of this contribution, $56,350, subsidizes approximately 28,175 additional nutritious meals delivered to approximately 4.50 additional homebound elders at their residences each day this calendar quarter through the County. Home Delivered Meals Program.. Substantial voluntary contributions from program clients provide sufficient financial leverage to allow one additional meal to be delivered to a homebound elder for each 12.00 received in additional private or public sector contributions or grants. A portion of this contribution, $6, 50, reimburses the county for fundraising development costs incurred on behalf of the program. BACKGROUND: Meals on Wheels of Contra Costa,Inc. is a charitable private non-profit coalition of public and private organizations and individuals that was founded in 1990, by two County managers from the Health Services and Employment and 4--uman Services Departments,to reve'_op on-going private sector f in6ing resources to bri6ge t=ie gap between avai:.do-e government funding,and demand for Meals on Wheels by the county's homebound elders. Meals on Wheels of Contra Costa, Inc. has donated $1,100,400, in meals contributions since its inception in 1990, to subsidize approximately 643,000 meals delivered to the residences of homebound elders throughout Contra Costa County.Much of the success of this effort in the past five years has been due to a multi-year seed grant from the County Administrator's Grant Revenue Improvement Program(GRIP)which allowed for a dramatic increase in private sector program contributions to the program and the eventual elimination of waiting lists for services. Organizations represented on the Meals on Wheels of Contra Costa,Inc.Board of Directors include:Aging and Adult Services Bureau(Employment&Human Services Department); County Senior Nutrition Program(Health Services- Public Health);County Advisory Council on Aging,Senior Nutrition Program Advisory Council;West County Meals on Wheels,Inc;Family&Community Services,Inc(dba Senior Outreach Services);and Martinez Shell Oil refinery. The County Home Delivered Meals Program is the primary provider of Meals on Wheels services in Contra Costa County, delivering over 900 :meals each day to the residences of homebound elders throughout the county via its network of more that 65 delivery routes almost entirely staffed by volunteers.Service delivery is coordinated regionally in much of the county through contracts with private non-profit community based agencies.
