APPROVE and AUTHORIZE the Director, Employment & Human Services Department, or his designee, on behalf of the Workforce Development Board, to APPLY for and if granted,ACCEPT grant funding from the State of California Employment Development Department and the San Francisco Foundation, in an amount up to $1,000,000 to address short and long-term healthcare labor needs for the terra of July 2004 through June 2006. (#29-161-0) EINANCIAL IMPACTE: Up to $1,000,000 WIA Funds and San Francisco Foundation Funds. Federal and Foundation Funding. No County Costs. CHILDREN'S IMPACT SIAIEMENT: This action will support all five of the of the community outcomes, "Children Ready for and Succeeding in School" "Children and Youth Healthy and Preparing for Productive Adulthood", "Families that are Economically Self Sufficient", "Families that Safe, Stable and Nurturing", "Communities that are Safe and Provide a High Quality of Life for Children and Families"by addressing training needs in the healthcare labor market and assisting families to obtain and maintain unsubsidized employment. BACKGRO I TND: This funding would be used to address both short and long term strategies for healthcare labor needs. Short term WDB will provide direct services to low-income individuals. Incumbent workers will receive upgrade training to Acute nursing positions. Direct services include outreach and recruitment, enrollment, assessment, case management, provision of supportive services and training, placement and retention services. Partnering with healthcare employers WDB will provide placement and job opportunities. Unemployed individuals will receive training in allied health fields for entry-level placement. Long term funding will support the ongoing warp plan of WDB as part of the Contra Costa Healthcare and Biosciences Careers Collaborative, three-year effort focused on developing and sustaining partnerships, gathering and disseminating information and directing workforce policy.
