HomeMy WebLinkAboutMINUTES - 05182004 - C26 TO: BOARD OF SUPERVISORS .,y' ., Contra FROM: Anne Cain, County Librarian � i' Costa DATE: April 30, 2004 County SUBJECT: Request for Authorization to Apply for and Accept Funding from the California Mate Library SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Authorize the Contra Costa County Librarian to apply for and accept California State Library funding in the amount of$53,402, for the period of July 1, 2004, through June 30, 2005, to fund three (2 FTE) Library Literacy Specialist --Project positions. FINANCIAL IMPACT: Funds committed to Project Second Chance by the Contra Costa County Library, PSC, Inc., private foundation grants and other private donations will be matched by the California Library Literacy Services (CLLS) using a single funding formula for all components(adult&family literacy), and based on the State Library funding for fiscal year 200312004 as well as funds certified for fiscal year 200412005 from the Contra Costa County Library, PSC, Inc., private grants and other donations. The components for the Contra Costa County Library adult literacy program are Adult Literacy Services (ALS) and Families For Literacy (FFL). The total amount being certified is $270,294, Contra Costa County Library funds total $195,178; and $75,116 in funds provided by PSC, Inc. BACKGROUND: Legislation in 2003, known as AB 1266, Article 4.6, Sec. 18880-18884, established the Califomla Library Literacy and English Acquisition Services Program. The amount available through this program is based upon funds provided by the Contra Costa County Library's local funds and funds raised through community support and/or grants. Beginning with the 200312004 fiscal year, CLLS funding is based on a new single funding formula, and will be dispersed by a formula that will include a baseline amount for Adult Literacy; an amount "per adult learner served;" a baseline amount for Families For Literacy services; and a matching portion based on each locally certified dollar raised. County funding is available for a full-time Library Literacy Director and one full-time Senior Clerk. Additional funding is sought through CLLS funds to fund one full-time and two part-time Library Literacy Specialists — Project, to serve as tutor/learner coordinators in CentraUWest and Bast Contra Costa County, and Families For Literacy (FFL) coordinator. They will recruit and train volunteer tutors, maintain tutorlleamer relationships, interview adult learners for placement with tutors, evaluate tutoring processes, recommend tutoring materials, offer special programs for adult learners with pre-school age children, and distribute birthday books to FFL participants.
