DISPOSAL PROJECTS

RECOMMENDATION
1) AUTHORIZE Chair to sign letters thanking legislators for their joint letter of support to
the Douse Appropriations Subcommittee on behalf of our navigation projects,and for their
continued active support of ship channel navigation projects and our other projects within
Contra Costa County and in the region.
FISCAL IMPACT
There is no fiscal impact to the County from this action.

BACKGROUNDlREASONS FOR RECOMMENDATIONS
During February 2004 the Contra Costa County Board of Supervisors requested federal
funding for three ship channel navigation projects in federal FY 2005 as follows;
Suisun Bay Channel/New York Slough Maintenance Dredging - $4.559 million
San Francisco-Stockton (Baldwin) Ship Channel Deepening - $500,000
Pinole Shoal Maintenance Dredging - $3.5 million
Congressman Miller, Congresswoman Tauscher and their staff were instrumental in
orchestrating the attached letter to the House Appropriations Subcommittee on Energy and
Water. Congresswoman and Minority Leader Pelosi has supported our navigation projects
and is a signatory to the letter. We understand from his staff that Congressman Pombo
has also included our projects on his priority request of the Energy and Water
Subcommittee.
The TWI Committee recommends that the abovementioned legislators be sent a letter
thanking them for their efforts, and continued support of our project requests.

The Contra Costa County Board of Supervisors would like to thank you for your support of FFY
2005 appropriations for navigation projects which are very important to the Bay-Delta region.
Your submittal of these projects to the House Appropriations Subcommittee on Energy and Water
is very mucin appreciated. Your efforts will go a long way toward our obtaining funding for these
much needed projects.
Projects for which we requested funding included the Suisun.BUNew York Slough Maintenance
Dredging, (includes beneficial reuse of dredged material for wetlands and levees),the San
Francisco-Stockton-(Baldwin&Stockton) Ship Channel Project(salinity and related studies), and
the Pinole Shoal Maintenance Dredging Proiect.
In FFY2004,we were unable to obtain full funding for our projects. Funding to keep channels at
authorized deaths is very important to continued safe vessel transport and economic health of the
large nunxber of industries traversing the bay and Delta. These projects contain elements which
are clearly in the public benefit, such as beneficial reuse of dredged sediments for wetlands
creation and levee rehabilitation. These projects cost more as a result,and come during difficult
budgetary tures.
We hope you will continue to work with us on these important projects, despite the financial
challenge they represent. Your support continues to be rnueb appreciated. We look forward to
successfully obtaining full funding for these important projects with your help. If you have
